2 Climate Change Expert Group Pre-2020 mitigation actions We are observing decoupling of economic growth from emissions, which was seen as a positive reinforcement for greater short-term action. Need to move technical examinations (TEM process) forward as a more clearly structured PROCESS on more specific topics addressing all issues/barriers/gaps to enable implementation action. Building on WS2 as a "solutions space" can feed into process of ratcheting up ambition in bottom-up framework. Filling gap in policy knowledge/implementation important to closing ambition gap. High-level events (and periodic leaders' events outside UNFCCC) important parts of cycle of increasing implementation of action.

3 Climate Change Expert Group Pre-2020 mitigation actions Heard innovative policy recommendations – “green quantitative easing”; specific national-level policy recommendations (IEA report) Importance of aligning actions of non-state actors (including business). Long-term goals in 2015 agreement are important signal for short-term action pre-2020 for non-state actors, as well as MRV/accountability framework to give investors confidence that countries will follow through on their ambitions. Need to include short-term actions that underpin long- term transformation, not only low-hanging fruit.

4 Climate Change Expert Group Long-term signals for mitigation Long-term goal critical for signaling to private sector and non-state actors A long-term goal is needed to align short- and long-term actions. An aspirational goal is not sufficient: need concrete, shorter-term action to move towards this Goal could provide signal of “irreversibility” of direction

5 Climate Change Expert Group Long-term signals for mitigation Real innovation requires fundamental not incremental shifts – clear signal for this needed Need national/sectoral long-term pathways, not just global goal as these drive action. Building KNOWLEDGE critical to make this more holistic process a reality
