Excellence Awards

Mandate The White Paper on Corrections states that we must create an effective organisational culture in which effective and sustainable rehabilitation can take place and where programmes and processes exist to assist employees to take more initiative, set more challenging goals, be more innovative and become better leaders and managers. The establishment of CoE’s ushered in a new approach to shape the integration, co-ordination and improvement. This includes, among others, promoting policies and mechanisms which encourage innovation, diversity, communication and information resource management. Based upon the latter DCS thought it compulsory to flagship innovations in order to share best practices on a national level. Challenge: DCS as a security institution. The DCS took up this challenge…………

DCS Commitment:  In July 2008 the DCS publicly declared to ourselves, the government, our nation and the international community that we are committed to accelerate the transformation of DCS. There are many pioneers within DCS that have in their own small or big way built many pockets of excellence and innovations across the Department.  DCS is serious about institutionalising innovation in the department and have included this in the DCS Strategic Plan 2009/ /14. The development of an Innovation Management Framework and appointment of an Innovation Board are critical for the effective management and coordination of innovation activities in the department. There is a need of instilling innovative ideas in our day to day functioning as Correctional Officials.  Innovation and the associated institutional adjustments underpin long- term growth and must be at the centre of any strategy to strengthen the DCS.  Continued DCS exposure to award processes (National, Regional and International).  Ongoing registration of innovations/ solutions for improvements.

Achievements 1. The Innovation Management Project has grown from strength to strength in the year under review; The Interim Innovation Board continued to provide leadership on the processes. The DCS submitted 11 entries for the CPSI Public Sector Innovation Awards. The Mangaung School Desk Refurbishment Project & Goodwood CoE Mbombela Sports Field Project were finalists and were awarded First & Second Runners up in the category: Innovative partnerships in service delivery. They received training on innovation to the value of R30, CAPAM International Awards (Commonwealth Association for Public Administration & Management) The DCS submitted 2 projects: the Imbeleko Project (SW Directorate) and the Goodwood CoE Sleeping Bag Project). South Africa submitted 6 entries, of which 2 are from DCS. 3. In Nov 2009 DCS launched an eNewsletter on Innovation in action, profiling innovation in DCS. 3 eNewsletters were produced in 2009/10. These newsletters have been published on the Centre for Public Service Innovation (CPSI), South African Innovation Network (SAINE) and United Nations Public Administration Network (UNPAN) Websites.

Achievements 4. Due to demands from the Innovation stakeholders the DCS has developed an Innovation Internet site (link from DCS internet), to be accessed from the DCS Internet. 5. The DCS was invited to present “DCS as an Innovation Case Study” at the DPSA Minister's launch of the Call for entries for the CPSI Innovation Awards. This has yielded positive results for DCS. 6. DCS has developed an Innovation notebook - a hand system and mechanism to register new ideas. This will eventually be replaced by an electronic registration system. 7. DCS has developed an excellent working relationship with the Development Bank's Innovation Component. They are profiling the DCS as an Innovation organisation at all levels.

Achievements 8. The Innovation Management Project documentation has been finalised and the business case, project charter, project plan and DCS Innovation Framework signed off by the Interim Innovation Board members in the FY. 9. The DCS Innovation Framework was endorsed by the Acting National Commissioner in the year under review. A major achievement for a project of this nature. 10. The Research Institute for Innovation and Sustainability (RiiS) has offered to do an Innovation dipstick Index Survey for 50 DCS users and produce an analysis report at no cost to DCS. Preliminary findings indicate the DCS' overall performance is 71.1% - the South African Benchmark is 54.8%.

Achievements 11. In March 10 the DCS was approached by CPSI & Palama to form part of a pilot project to review the content of a training course on Innovation Management in the Public Sector. The course is to be accredited at NQF level 5 - and aimed initially at SMS level. Valuable inputs were provided, drawing from DCS experiences. Course content will be revised. 12. CPSI launched an Innovation Journal during Aug 09: Ideas that work - The DCS Krugersdorp visitation innovation project featured in the launch edition.
