Common Process Purpose To establish a common process to report on the Program Offices’ efforts to ensure consistency with Statutory Requirements, DoD Directives, PEO C4I and Space Directives, Instructions and Guidelines; and to ensure the achievement of cost, schedule and performance goals. To establish a simplified, flexible and standardized management framework for reporting on the progress of meeting mission needs, validated requirements and technological opportunities; in support of stable, affordable, and well-managed acquisition programs.

When to Use this Template For a Concept Decision (CD) Review, in which the Milestone Decision Authority (MDA) designates the lead DoD Component(s) to refine the initial concept selected, approves the Analysis of Alternatives (AoA) plan, and establishes a date for a Milestone A review. The MDA decision to begin Concept Refinement DOES NOT mean that a new acquisition program has been initiated. For a Milestone (MS) A Review, when the MDA has approved the Technology Development Strategy (TDS). The Initial Capabilities Document (ICD) and the TDS will guide the Milestone A Review effort. For a Milestone B Review, for which the MDA normally approves program initiation, Low Rate Initial Production (LRIP) quantities, and entry into System Development and Demonstration. There will be only one MS B per program or evolutionary increment.

When to Use this Template For a Design Readiness Review (DRR), System Development and Demonstration (SDD) provides an opportunity for mid- phase assessment of design maturity as evidenced by measures such as the number of subsystem and system design reviews successfully completed; the percentage of drawings completed; planned corrective actions to hardware/software deficiencies; adequate development testing; an assessment of environment, safety and occupational health risks; a completed failure modes and effects analysis; the identification of key system characteristics and critical manufacturing processes; an estimate of system reliability based on demonstrated reliability rates; etc. For a Milestone C Review, in which the MDA approves one of the following: (1) LRIP for those programs that require LRIP, (2) production or procurement for those programs that do not require LRIP and have completed required initial operational test and evaluation (IOT&E), or (3) limited deployment for those IT programs or software-intensive programs with no production components, but that require completion of IOT&E.

When to Use this Template For an Operational Test and Readiness Review (OTRR), which is a formal review to examine the readiness of a program to conduct operational testing in support of the decision to proceed beyond LRIP. For a Full Rate Production Decision Review (FRP DR), for which the MDA approves full-rate production/ procurement and deployment, or authorizes deployment for IT programs or software-intensive programs after completion of initial operational test and evaluation. For a PEO Program Review, to update PEO C4I and Space on the status of your program as it progresses between milestone reviews. The detailed guidelines for each slide in the template are contained in the notes section of each slide. This template is designed to provide the 95% solution based on common requirements. Other slides may be necessary as requested by your MDA.
