 In December 2012 the Memorandum of Understanding between the Ministries of Education and Sciences of three Baltic states was signed  To coordinate the R&D infrastructure development plans, national RI roadmaps and ICT infrastructures  Create a basis for constant exchange of information on research and innovations  Group of 8 people was nominated:  To map and prepare comprehensive inventory of the research infrastructures Joint expert group on infrastructure mapping

 Latvia  Vadims Murašovs (Ministry of Education and Science)  Maija Bundule (Latvian Council of Science),  Indriķis Muižnieks (University of Latvia) Tālis Juhna (Riga Technical University)  Lithuania  Kristina Babelyté-Labanauské (Ministry of Education and Science)  Tadas Juknevičius (Ministry of Education and Science)  Arūnas Poviliūnas (Research Council of Lithuania).  Estonia  Toivo Räim (Ministry of Education and Research),  Priit Tamm (Estonian Research Council) Joint expert group on infrastructure mapping

 Meeting in Tallinn – May 29, 2013  Different possibilities how to proceed with mapping of research infrastructures in Baltic countries were discussed  start pilot collection of data on the research facilities that identify itself as Open Access Facility -the facility should provide certain services to users.  The quality level of facilities will be assured by agency providing information to mapping exercise  MERIL Data Dictionary for the Minimum Data Set used for questionnaires  Meeting in Riga – February 3, 2014  Preliminary results of research infrastructure (RI) mapping discussed  Decision on the form of dissemination of RI mapping results - list of Baltic RI should be published on web  discussion about possible RI support schemes in Baltic States, e.g. possibility of establishing administrative and financial schemes for Estonian, Latvian and Lithuanian researchers to access RI in Baltic States  discuss the progress of developing Baltic Bonus programs in all three countries Joint expert group on infrastructure mapping

 On May 20, 2014 mapping of RI is finished: results are available on web  Estonia : List and descriptive information with links is provided for 8 Estonian Core Infrastructures  Latvia: List and descriptive information with links is provided for 17 Research Infrastructures  Lithuania: Searchable list and descriptive information with links is provided for 19 Open Access Centers Joint expert group on infrastructure mapping: RESULTS

RI example

 Managers of RI should look through the lists, comment on them, and then become responsible for updating information when it has been published-the agency that hosts the list on web is to be responsible for updating this information.  Development of a support scheme for the use of RI in the Baltic countries is important (e.g.– to allow the use of RI for free or for the reduced fee for the researchers from the Baltic countries - this would be an additional Baltic Bonus scheme)  Necessity to develop a grant system that covers the access to RI in the Baltic countries -a proposal for the political decision on that Further suggestions on RI mapping

 Formation of Baltic strategic infrastructure forum is needed with the aim to create Baltic infrastructure roadmap ( therefore, it is crucial for Latvia to develop its roadmap first)  Expert group can identify RIs with common interests from all Baltic States and invite the managers of these RI to meeting in order to develop proposals for Baltic infrastructure roadmap and coordinate the development plans Further suggestions on RI planning and collaboration
