The Seed Phase - Facilities Once the Dilemma sub-phase is over, we move onto the last portion of the Seed phase, the Facility sub-phase – Facilities are locations that allow you to “report” your Personnel, Ships, and Equipment “for duty” during the Play phase. – There are 3 distinct types of Facilities. Outposts Headquarters Stations

The Seed Phase - Facilities Outpost – The Outpost is the simplest kind of Facility. – Here’s an example:

The Seed Phase - Facilities Headquarters – Headquarters typically have special functions. – They can only seed at their associated Homeworld. – They are non-duplicatable. – Here’s an example:

The Seed Phase - Facilities Station – The Station (in particular, the Nor ) is the most complex kind of Facility. –Nors are used in conjunction with another card type, Sites (remember those?) – Here’s an example:

The Seed Phase - Facilities Each of the Facility types has special rules governing where they seed. – Outposts can seed at any Mission, Planet or Space, your Mission or your Opponent’s (except a homeworld ), so long as that Mission has a matching affiliation icon. – Headquarters may only seed at their matching homeworld. – Stations may generally only seed at the locations specified on the card.

The Seed Phase - Facilities In addition, there are also several general rules for Facilities – Facilities must be seeded with respect to their native Quadrant. – You may neither seed, nor build (during the Play phase) a Facility at any location where you already have a Facility (unless specific game text overrides this rule). Both players may each seed a Facility (usually an Outpost) at the same location – We’ll go over all these rules in more detail on the following slides.

The Seed Phase - Facilities “Outposts can seed at any Mission, Planet or Space, your Mission or your Opponent’s (except a homeworld ), so long as that Mission has a matching affiliation icon.” Outposts are quite versatile. They can seed at any Planet or Space Mission… …At your Mission, or your opponent’s… …So long as that Mission has a matching affiliation icon. Outposts also have several built-in functions ( reporting, docking, and repair ), which we’ll discuss later.

The Seed Phase - Facilities “Outposts can seed at any Mission, Planet or Space, your Mission or your Opponent’s (except a homeworld ), so long as that Mission has a matching affiliation icon.” So, for example, you CAN’T seed this Cardassian Outpost at Agricultural Assessment, since it lacks a Cardassian affiliation icon. Federation Romulan Klingon But no Cardassian icon  (suck it, Gul Dukat)

The Seed Phase - Facilities “Outposts can seed at any Mission, Planet or Space, your Mission or your Opponent’s (except a homeworld ), so long as that Mission has a matching affiliation icon.” So what’s this homeworld business, you ask? A homeworld represents the home planet of an affiliation. For example, Earth is the homeworld of the Federation and Starfleet affiliations.

The Seed Phase - Facilities “Outposts can seed at any Mission, Planet or Space, your Mission or your Opponent’s (except a homeworld ), so long as that Mission has a matching affiliation icon.” Bajor is the homeworld of the Bajoran affiliation.

The Seed Phase - Facilities “Outposts can seed at any Mission, Planet or Space, your Mission or your Opponent’s (except a homeworld ), so long as that Mission has a matching affiliation icon.” Cardassia Prime is the homeworld of the Cardassian affiliation. A full list of homeworlds (and their associated Missions) can be found in the 1E Glossary under the heading “homeworld.”

The Seed Phase - Facilities “Facilities must be seeded with respect to their native Quadrant.” In association with the concept of Missions and Quadrants, Facilities may only seed in their native Quadrant. Here’s an example of an Outpost whose native Quadrant is the Gamma Quadrant. As a consequence, it may only seed at a Gamma Quadrant mission. Gamma Quadrant Icon (similar to Gamma Quadrant Icon for Missions)

The Seed Phase - Facilities “Facilities must be seeded with respect to their native Quadrant.” In association with the concept of Missions and Quadrants, Facilities may only seed in their native Quadrant. Here’s an example of an Outpost whose native Quadrant is the Gamma Quadrant. As a consequence, it may only seed at a Gamma Quadrant mission. Like this one: Gamma Quadrant Icon

The Seed Phase - Facilities “Facilities must be seeded with respect to their native Quadrant.” Note that Primary Supply Depot also has special game text that allows it to seed at any Gamma Quadrant mission, whether or not it has a matching Dominion icon.

The Seed Phase - Facilities “Facilities must be seeded with respect to their native Quadrant.” Here’s another example, this time in the Delta Quadrant. The Quadrant icons match… …And so do the affiliation icons.

The Seed Phase - Facilities “Facilities must be seeded with respect to their native Quadrant.” Facilities without a Quadrant icon are, by default, native to the Alpha Quadrant (again, similar to Missions).

The Seed Phase - Facilities “Both players may each seed a Facility at the same location.” You can seed your Federation Outpost at your Mission, Agricultural Assessment. Your opponent is similarly allowed to seed his Klingon Outpost (or Romulan, or Federation) at your Mission. This is an easy rule – no need to think too hard about this one.

The Seed Phase - Facilities “Headquarters may only seed at their matching homeworld.” Let’s use our previous Headquarters example, the Tower of Commerce. You can see here that it is a Headquarters. Its game text here specifies that it only seeds (or plays) on the planet Ferenginar.

The Seed Phase - Facilities “Headquarters may only seed at their matching homeworld.” Here’s the matching homeworld, the planet Ferenginar, as represented by the Mission Deliver Message.

The Seed Phase - Facilities “Headquarters may only seed at their matching homeworld.” Thus, the Tower of Commerce may only seed at Ferenginar. This means that if you want to play with the Tower of Commerce, you should include the Mission Deliver Message in your Seed deck.

The Seed Phase - Facilities “All Headquarters are non- duplicatable.” So, just like The Highlander, this means that there can only be one. Fret not, though. The game text on Headquarters can be used by all players. This is in direct contrast to Outposts, whose game text may only be used by the player who seeded that Outpost. Also, take note of the fact that while Headquarters allow reporting, they do not repair ships, or allow ships to dock (unlike Outposts, which can do all three).

Well, yeah, that is what I said; check out this cool game text: This means that both Romulan HQs can simultaneously exist on Romulus.

The Seed Phase - Facilities “Stations may generally only seed at the locations specified on the card.” Let’s take a look at a couple of Stations: Here’s everyone’s favorite floating barge, Deep Space 9 Its game text specifies that it seeds at a Bajor Region location.

The Seed Phase - Facilities Let’s talk about Sites some more – Remember that they “seed for free” You can include up to six Sites in your Seed deck, and these Sites do not count against your 30-card limit – Each Site may be seeded (added) to its appropriate Station As indicated by on the lower left of the Site card Regardless of who seeded the Station

The Seed Phase - Facilities Let’s talk about Sites some more (cont.) – All Sites added to each Station are arranged side-by-side in a straight line next to that Station Each Site indicates which level of the Station it belongs to (Ops, Promenade, Habitat Ring, or Docking Ring) Sites must be kept together according on the table in this order When placing a Site on the table, you may “insert” it between other Sites in order to maintain Site order integrity (similar to Regional Missions)

The Seed Phase - Facilities Let’s talk about Sites some more (cont.) – By default, Sites are “unique per Station” That is, each Station is limited to one kind of each Site card Some Sites, however, are universal (  ), and thus may exist in multiple on each Station – Unlike Outposts and Headquarters, Nors (a specific kind of Station, like DS9) have no “built-in” functions They do not repair or allow reporting or docking – These functions must be provided by associated Sites attached to that Station Finally, reporting to any Site on a Nor is only allowed if that Nor also has at least one Docking Site attached to it.

The Seed Phase - Facilities Like we said before, Nors can be quite complex. Let’s examine the previously mentioned points in greater detail.

The Seed Phase - Facilities The first Site we’re going to seed is Quark’s Bar. This game text, in the lower left- hand corner, indicates that Quark’s Bar attaches only to Terok Nor or DS9. This game text here indicates that Quark’s Bar belongs in the Promenade level of the Station. “Each Site may be seeded (added) to its appropriate Station, as indicated by on the lower left of the Site card, regardless of who seeded the Station.”

The Seed Phase - Facilities Since this is the first Site being attached to DS9, we’ll just put it close to the Station. “Each Site may be seeded (added) to its appropriate Station, as indicated by on the lower left of the Site card, regardless of who seeded the Station.”

The Seed Phase - Facilities The next Site we’re going to attach (let’s assume that our opponent has no Sites to seed) is Ops. This game text, in the lower left-hand corner, indicates that Ops attaches to “Any Nor.” Since DS9 is a Nor, we can attach this Site. This game text here indicates that Ops belongs in the Ops Module of the Station. “Each Site may be seeded (added) to its appropriate Station, as indicated by on the lower left of the Site card, regardless of who seeded the Station.”

The Seed Phase - Facilities In order to attach Ops to DS9, we need to maintain Site Order integrity. Thus, we can “insert” Ops in- between DS9 and Quark’s Bar. “Each Site may be seeded (added) to its appropriate Station, as indicated by on the lower left of the Site card, regardless of who seeded the Station.”

The Seed Phase - Facilities The next Site we’re going to attach is Garak’s Tailor Shop. This game text, in the lower left-hand corner, indicates that Garak’s Tailor Shop attaches to Terok Nor or DS9. This game text here indicates that Ops belongs in the Promenade Level of the Station. “Each Site may be seeded (added) to its appropriate Station, as indicated by on the lower left of the Site card, regardless of who seeded the Station.”

The Seed Phase - Facilities Garak’s Tailor Shop is part of the Promenade Level. We can insert it in-between Ops and Quark’s Bar, or on the right side of Quark’s Bar, while still maintaining Site order integrity. In-between Ops and Quark’s Bar On the right side of Quark’s Bar Let’s put it on the right side of Quark’s Bar. “Each Site may be seeded (added) to its appropriate Station, as indicated by on the lower left of the Site card, regardless of who seeded the Station.”

The Seed Phase - Facilities The next Site we’re going to attach is Guest Quarters. This game text, in the lower left-hand corner, indicates that Guest Quarters attaches to “Any Nor.” DS9 counts as “Any Nor.” This game text here indicates that Guest Quarters belongs in the Habitat Ring level of the Station. Also, note that Guest Quarters is universal (  ); we can seed (and/or play) multiple copies of this Site at the same Station, if we wish. “Each Site may be seeded (added) to its appropriate Station, as indicated by on the lower left of the Site card, regardless of who seeded the Station.”

The Seed Phase - Facilities Guest Quarters is part of the Habitat Ring level, so it goes to the right of the right-most Site on the Promenade level – in this case, to the right of Garak’s Tailor Shop. “Each Site may be seeded (added) to its appropriate Station, as indicated by on the lower left of the Site card, regardless of who seeded the Station.”

The Seed Phase - Facilities The next Site we’re going to attach is Docking Pylons. This game text, in the lower left-hand corner, indicates that Docking Pylons attaches to “Any Nor.” DS9 counts as “Any Nor.” This game text here indicates that Docking Pylons belongs in the Docking Ring level of the Station, the “outermost” level of the Station as its relates to Site order. “Each Site may be seeded (added) to its appropriate Station, as indicated by on the lower left of the Site card, regardless of who seeded the Station.”

The Seed Phase - Facilities Docking Pylons is part of the Docking Ring level, so it goes to the right of the right-most Site on the Habitat Ring level – in this case, to the right of Guest Quarters. “Each Site may be seeded (added) to its appropriate Station, as indicated by on the lower left of the Site card, regardless of who seeded the Station.”

The Seed Phase - Facilities The next (and final one, we promise) Site we’re going to attach is Commander’s Office. This game text, in the lower left-hand corner, indicates that Commander’s Office attaches to “Any Nor.” DS9 counts as “Any Nor.” This game text here indicates that Commander’s Office belongs in the Ops Module level of the Station. In addition, this game text here indicates that Commander’s Office “is always the ‘innermost’ site of any Nor.” “Each Site may be seeded (added) to its appropriate Station, as indicated by on the lower left of the Site card, regardless of who seeded the Station.”

The Seed Phase - Facilities Commander’s Office is part of the Ops Module, so it can insert next to Ops. In addition, its game text specifies that it must the “innermost” Ops site. “Each Site may be seeded (added) to its appropriate Station, as indicated by on the lower left of the Site card, regardless of who seeded the Station.”

The Seed Phase - Facilities So, after seeding DS9, and its associated Sites, the spaceline might look like this: The Ferengi HQ, Tower of Commerce, has been seeded at its matching homeworld, Ferenginar, as represented on the Mission Deliver Message. Klingon and Federation Outposts have been seeded at Missions bearing matching affiliation icons. DS9 has been seeded at a Bajor Region location, and its associated Sites have been attached properly, maintaining Site Order integrity.

The Seed Phase - Potpourri Other rules governing the Seed phase (“Potpourri”) – Some cards have game text that permit or require that they seed in a different sub-phase than is normal for that card type. For example, Transwarp Network Gateway (a Doorway) seeds during the Facility sub-phase Deep Space 9 (a Facility) seeds during the Dilemma sub-phase Specific game text always overrides a rule Regardless, all Sites always seed in the Facility sub-phase, no matter when the associated Facility may have been seeded

Unless they specify a specific sub-phase, these such cards may seed in any sub- phase – Cards seeded underneath a Mission, and cards with a Hidden Agenda icon always seed face down A Hidden Agenda card may not be activated during the Seed phase All other cards seed face up

The Seed Phase - Potpourri “You may not seed multiple cards at once (“ batch seeding ”)” Normally, you must seed cards one at a time, alternating with your opponent. In addition, this alternating process is critical for some decks, whose specific strategy can rely on seed position/order (e.g., seeding DS9 during the Dilemma phase before an opponent seeds Terok Nor during the Facility phase). However, if you are playing a “friendly” game, and you and your opponent both know that seed position/order is unimportant, you may agree to “ batch seed.” For example, if you and your opponent’s Seed decks consists mostly of Dilemmas, you may seed groups, or batches, of Dilemmas underneath Missions, instead of having to alternate single cards. Batch seeding, thus, can save considerable time, especially for such “friendly” games. Generally, there is a large strategic component to seeding.

The Seed Phase - Example Once the Facility sub-phase is over, the Seed phase is then completed. Then we move onto the Play phase.
