COMMON GOAL limit and offset the negative effects of RES plants in the territories and landscapes of the Mediterranean TOOL find a valuation method that can integrate landscapes with the planning and energy policies THE PROVINCE WILL: - Conform the PTCP Legislative Decree 387/2003 (the national rule that promotes and regulates the installation of RES plants). - Update the provincial guidelines energy. FROM THE COMMON GOAL TO THE AIM OF PROVINCE OF VERCELLI

The PTCP considers the totality of the province and is the planning tool that defines the land with reference to the interests above the local level. The PTCP was drawn up with particular attention to landscape and sets out prescriptive rules. The PTCP is a useful tool for evaluating the spatial coherence of new RES plants. The PTCP defines regulations, compensations and environmental mitigations. The aim is to supplement PTCP with rules usefull for evaluation method THE ADJUSTMENT OF THE PROVINCIAL PLAN OF TERRITORIAL COORDINATION (PTCP)

The Energetic Provincial Guidelines contain information to protect the soil with good and excellent productivity. The PTCP will have legal significance while the Energetic Provincial Guidelines will provide directions and trend. UPDATING OF PROVINCIAL GUIDELINES

Through the method that we intend to propose and discuss together, we should arrive to define a set of homogeneous areas, from a landscape point of view, more or less suitable to accommodate the different types of RES plants. This method will be experimented with the settlement of an Action Plan developed in the Pilot Project Area. PROPOSED METHOD

Our territory is mainly suited to accommodate photovoltaic and biomass RES plants. Also if Vercelli is called “the land of water” nowadays water is not used to produce energy at all. The plan aims to “prohibit” the issuance of new permits to protect water resources. TYPES OF RES PLANTS

What it is important to stress is that the Province of Vercelli has a much detailed and updated information and data base system, both concerning landscape and energy. Thus recently the Province has worked to the Landscape Regional Plan. In this occasion the Province tested and specified data and information of the Plan referring also to the provision of the General Province Plan The method to develop referring to the pilot project area is as follow: Defining the knowledge framework The aim is to identify the information needed to define the kowledge framework, the Province of Vercelli first analyzes and develops the information system in the various instruments operating in the area of landscape planning. A PROPOSED METHOD

ANALYSIS AND MAKING SYSTEM OF INFORMATION IN TERMS OF LANDSCAPE a) analysis of the information compraised in the existing instruments of landscape planning, referring to the area of intervention at various levels (PPR - PTCP - plans to redevelop an area…); b) the supply system of the data provided by the various instruments so that they are constantly confronted in a common matrix; c) Homogenization of the data entered (either by reference to the detail of the information-metadata, both in relation to the scale of representation); In order to build a strong and shared knowledge framework, it will be necessary to develop or "systematize" a wide range of thematic analysis that aims to organize the following main areas: nature (physical and ecosystem); historical and cultural; urban settlements; perceptual identity.

The structural framework, organized on these four key issues, will be represented on one or more thematic maps that could be compiled on a scale of 1:25,000 and a level of data capture at the 1: scale. In the future steps of the project they will come to define the objectives of landscape, the actions for achieving these objectives and the regulatory framework (guidelines, directives and regulations).

In parallel with the analysis carried out on landscape, we will proceed with the analysis, the development system and the definition of the objectives referring to RES, related the pilot project area. The outline of procedure, similar to that described for the landscape, start from the analysis of the information contained in the existing energy planning,, at various levels referring to the area of intervention (Regional Energy Plan, Provincial Guidelines); The thematic analysis proposed for the construction of the available knowledge in the field of RES will be shown in the interventions that follow. All the information necessary to define the knowledge framework will be put together into a Geo Database. In the following speech will be shown the GIS system used by the Province of Vercelli.

The next intervention will describe our pilot project area, starting from the representation of the current situation and proposes an initial review of the application of the proposed method described above.
