“ICS LOGISTICS” IS A GLIMPSE OF CRITICAL RESOURCE NEEDS SUPPLY UNIT TRANSPORTATION UNIT MEDICAL UNIT FACILITIES UNIT COMMUNICATIONS UNIT PROCUREMENT/PURCHASING UNIT

THE DISASTER ENVIRONMENT LAWS, STATUTES, POLICIES, ETC  Emergency policies and procedures are invoked.  Resource needs outpace those on hand.  Alternate sources, SMAA, EMAC may be in play.  Pre-Event and other contracts are activated.  Appearance of FEMA Public Assistance Program and other assistance $$ programs.

THE DISASTER ENVIRONMENT  Stafford Act Declarations County per capita damages…  National Contingency Plan (Can you name 1?)  Planned Events  Other declared emergencies…FDA, SBA, local, etc.

Chaotic Internal Operations  Communications are all messed up.  Staffing is messed up. Generally insufficient.  Direction may be vague for very good reasons.  Never mind everybody else, your resources are an issue.  What are E-TEAM, WEBEOC, Constellation?

Chaotic External Operations  Vendors issues abound…availability, delivery, inventory, pricing, etc.  You have ordered a kingdom, where will you warehouse it??  Demands of FEMA resource typing.  Resource tracking i.e. reception/check-in and demobilization.

NATIONAL INCIDENT MANAGEMENT SYSTEM FIELD KITCHEN UNIT DEFINITIONS FOR MASS CARE RESOURCE TYPING DEFINITIONS FOR MASS CARE FIELD KITCHEN UNIT DESCRIPTION Field Kitchen Units are deployable feeding units, typically a trailer or tractor-trailer, set up at a stationary location to produce a significant quantity of meals with accompanying personnel. RESOURCE CATEGORY Mass Care RESOURCE KIND Unit OVERALL FUNCTION Field kitchens provide a centralized food production site to prepare and serve food to survivors and responders or for distribution by Food Service Delivery Units. Food service capabilities are based on a predetermined standard meal. COMPOSITION AND ORDERING SPECIFICATIONS The type of kitchen ordered depends on the number of meals needed This resource is not recommended for short- term service delivery, and once this unit is delivered, it typically is not moved until demobilization

Proactive Actions to Succeed Contactors have an importance role in the jurisdictions disaster cost recovery program. Do you understand that role? Are you competent in this universe? Contracting out is gaining popularity…can you monitor and supervise such contracts? Have you planned for the insane world of public assistance and mitigation projects?
