Development Services Branch Building Services Section Kevin Kannis – 12 November 2014

The Scheme and how it is operated Major Works Minor Works Private Works Funded and operated by the Water Corporation FUNDING Developer OPERATION Water Corporation OPERATION Landowner FUNDING Developer / Landowner Headworks Contributions

Method of Assessment Water Supply Peak flow (1 standard infrastructure contribution per 20litres/Minute) Wastewater Annual volume discharged (1 standard infrastructure contribution per 187 kilolitres annually)

Method of Assessment (Meter Based)

Specified Service Agreements A way of managing that very small percentage of customers with unusually high (or low) discharge to sewer

Customer pays 1 SIC for each 187Kl discharged per annum Infrastructure contributions based on an estimate and agree to pay more if they exceed the estimate Each SSA is monitored annually and accounts sent if necessary Specified Service Agreements

Special Developer Contribution Areas Subdivision StageBuilding Stage WaterWaste Water DrainageWaterWaste Water Drainage AustralindX Coral BayX DalyellupXX DenhamXX N/E CorridorXX N/E Corridor (Southern Catchment) XXX Port KennedyXX Thomsons LakeXX

Drainage Infrastructure Contributions SICs for drainage apply to developments affecting the catchment areas of Perth Metropolitan Main Drains or in the Perth Metropolitan area where there is a clear commitment by the Water Corporation to provide a Main Drainage service in the future SIC’s are payable when there is a subdivision, multi residential or commercial/industrial building Other developments where advice should be obtained are schools, universities, public open space or crown reserves As with water supply and wastewater, there are Non-standard Infrastructure Contribution Agreement (NSICA) areas for drainage that may result in higher than Standard Infrastructure Contribution rates

Water connections Water services cannot be located opposite a T- junction or a private driveway Any relocation at customers cost Electrical domes or other obstacles Standpipe to remain in place until the final plumbing connection is made Responsibility for all internal plumbing on your side of the meter, including the standpipe Protection and cost of maintenance of the meter

Services off trunk mains Option of last resort Water quality, pressure and continuity not compliant with operating license Property must be adjacent to, or within, the lot boundary Section valve, with a by-pass arrangement, at a point agreed to by the Corporation and water pressure at the connection point cannot exceed 200 metres head. Notice on the property title The need for a tank, with a minimum storage of 9kL (Backflow prevention) No allowance for leaks and bursts Cannot be used to satisfy a subdivision condition Cannot be used for fire fighting purposes

Fire services The Water Corporation provides fire services based on the service size provided by the applicant The Department of Fire and Emergency Services (DFES) together with local government are the building approval authority for fire fighting requirements Land and building developers should be aware that the Water Corporation mains may not be capable of supplying water at the flows and pressures required to meet BCA design requirements for any building proposal The installation of a supplementary fire water supply system at the premises should always be considered. This generally consists of a storage tank and pump to supply the fire fighting system water at the required flow and pressure to meet BCA requirements The agreement for a fire service specifies the concessional terms the fire service is provided under and the additional responsibilities the land owner has, including maintenance of the service outside the property boundary Shared fire services
