112 Emergency System functionality at citizens view point Providing possibility to Bulgarian citizens and foreign visitors to use Police, Fire Brigade, Civil Protection and Health care services by accessing single point of contact (number 112) Legislation Bulgarian Government issued a Decree №192/ , introducing 112 Emergency System. Decision of Bulgarian Government from October/2007, defining the stages of implementing 112 Emergency System in Republic of Bulgaria The Law of Electronic Messages handles the requirements to Bulgarian Telecommunication Operators in the process of providing 112 service to citizens. Planning to prepare a project (within year 2008) for 112 Law, intended to explicitly regulate the process of serving the incidents, registered in 112 Emergency System. 112 Emergency System in Republic of Bulgaria

Organizations involved in the process of serving 112 incidents Ministry of State Policy for Disasters and Accidents; Ministry of Interior; Ministry of Health; State Agency for Information Technologies and Communications; Communications Regulations Commission; Licensed Telecommunication Operators on the territory of Bulgaria – BTC, Vivatel, Mtel, Globul, etc. 112 Emergency System in Republic of Bulgaria

Functions of Ministry of State Policy for Disasters and Accidents Implements 112 centers; Operates 112 centers; Reacts for incidents, that require intervention of Civil Protection Service. Functions of Ministry of Interior Reacts for incidents, that require intervention of Police Service; Reacts for incidents, that require intervention of Fire Brigade Service. Functions of Ministry of Health Reacts for incidents, that require intervention of Medical Service; National Medical Centre for Coordination receives information about the incidents and takes management of medical resources, in case there are more than 3 people affected.
