The Context  European Commission:  Strong drive for further deployment of ERTMS  Availability of radio-communication is essential  GSM-R  Still growing, worldwide  Deployment and Support at least until 2028  Migration to successor takes long  Telecom Market:  Continuous technical evolution, driven by public market (3GPP/ETSI)  EU Strategy regarding spectrum efficiency/sharing, asset sharing, etc.

UIC ERTMS Conference, Istanbul Apr 2014 The Principles  The principles are ( Brainstorming session 2/7/13, Mr. Karel Vinck ):  Evolution to IP based technologies.  Split the application and the communication layers for voice and data communications.  Involve telecom operators.  Use off the shelf technology, no dedicated development.  Common operational requirements  Maintain a high level of safety  Promote the evolution in a structured way.

UIC ERTMS Conference, Istanbul Apr 2014 The ERA Program key points  GSM-R will still be used for a long time.  Any evolution path will be compatible with the current GSM-R networks. Support to GSM-R will continue in parallel.  The main targets:  By end 2014: to have a clear view on the network models to be used  By 2018: to have these models fully described (changes in TSI)  By 2022: to be able to procure network and on board based on the new system described

UIC ERTMS Conference, Istanbul Apr 2014 The ERA role : Program manager  The Commission has appointed ERA to manage the Program to define the evolution of the railway communication system  The Program should allow the structured development of the technical (TSI) documents  The Program Manager tasks:  Establish the input required from different working groups and the deadlines to receive the results of the discussions  Establish the input required from different projects (UIC, projects in Member States, Infrastructure Managers and Railway Undertakings), and the deadlines to receive the results/deliverables  Coordinate the results received with the support of the stakeholders

UIC ERTMS Conference, Istanbul Apr 2014 The UIC role: Studies & Standardisation  UIC has started a project in 2014: FRMCS project (Future Railways Mobile Communication System)  Functional and Technical research of harmonized solutions for technologies to succeed GSM-R  Budget committed for three years ( )  Substantial support from UIC members  Active participation of several UIC members

UIC ERTMS Conference, Istanbul Apr 2014 The UIC work plan  3 workstreams identified:  Functionality : to describe the railway needs on the long term, taking into account the continuation of the actual applications and requirements  Spectrum : to identify the needed spectrum and conditions  Technology & architecture : to prepare the decision on the future technolog(y)(ies) and the conditions  First work items are related to functionality

COMMON goal : to describe the railway needs on the long term, taking into account the continuation of the actual applications and interoperability requirements.  Evaluate usage of GSM-R  2013: ERA : Ex-Post analysis of GSM-R operation (Questionnaire)  Investigate future trends and applications  2010: UIC draft User Requirement Spec  2013: ERA Study on evolution of communication  : monitoring developments in other critical communication sectors

UIC ERTMS Conference, Istanbul Apr 2014 Spectrum COMMON goal: to define the needed spectrum and conditions.  Subjects to be studied:  Spectrum opportunities  Availability/suitability of the extended GSM-R-band  Co-existence of new technology and GSM-R in these bands  Radio planning aspects  Spectrum size calculation (actual, mid term, long term)  Synchronisation with other sectors (PPDR)  Possibilities for « networks with governmental tasks »

UIC ERTMS Conference, Istanbul Apr 2014 Technology & Architecture Main UIC goal: to prepare the transfer of the functional requirements to the future technolog(y)(ies) and the conditions.  Candidate subjects to be studied:  Network Architecture evolution (3GPP/ETSI)  On-board Architecture (IEC?)  Railway specific architecture items  Interfacing/sharing with other networks  Railway specific voice applications via IP  ETCS over Packet Switching/IP  Radio aspects, asset re-use  Evolution/migration scenarios
