2 DWP’s Strategic Objectives To ensure the best start for all children and end child poverty by 2020; To promote work as the best form of welfare for people of working age, while protecting the position of those in greatest need; To combat poverty and promote security and independence in retirement for today’s and tomorrow’s pensioners; To improve rights and opportunities for disabled people in a fair and inclusive society; and To ensure customers receive a high quality service, including high levels of accuracy.

4 Estate Second largest Government department 1,200 sites nationwide 100,000 employees Annual utilities expenditure expected to exceed £35 million this year

5 DWP Energy Costs

6 PFI arrangement Most buildings form part of a PFI arrangement with Land Securities Trillium (LST). The contract with LST: Carries a target to reduce consumption of utilities year on year by 2%. Includes a penalty clause if LST fail to achieve this target. Allows for any financial savings to be shared equally between DWP and LST.

7 Invest to Save All sites have been allocated a priority rating 1 – 3 based on size and energy consumption. 75 Priority 1 sites account for 33% of total energy consumption enabling targeted investment targeted at sites with highest consumption levels.

8 Spend to Save 38,000 ‘Spend to Save’ investments costing over £2 million and include: Waterless urinals Savawatts Tea boiler timers Proximity sensors Automated meter reading equipment being rolled out.

11 Achieving Buy In Arranged a meeting with: Ontario House committee representatives. LST Environmental Manager for NW GOR. LST Business Support Manager for Ontario House. EDS

12 Getting Started Arranged a further meeting with all members the House Committee in Ontario House. – including the JCP Regional Performance Manager. Raised awareness of the powerful data produced in Clarity reports. Raised awareness of Government SD targets. Discussed and agreed 5 simple steps that would lead to reduce energy consumption. Agreed communication and publicity strategy.

13 Simple steps to efficiency Switched off lights in rooms not in use and at end of day Switched off all electrical equipment at end of day Switched off monitors when leaving workstation for more than 15 minutes ‘Card out – Monitor off’ Use of kettles stopped – water heaters to be used instead at all times Reviewed timers to ensure that they are appropriately set

14 Key factors to success Accurate and meaningful data through Clarity reports enabling the identification of waste. Ability to compare results week on week, month on month. High level of support, personal involvement from LST and use of their expertise. Total commitment of staff and Managers to ‘make it work’.

15 Engaging People DWP and LST working together to raise awareness of staff through ‘Relaunched Initiative – Saving Energy’. LST’s Building Service Managers incentivised to improve energy performance of buildings. Guidance and advice provided on DWP intranet site, includes site-by-site information on utilities consumption. Production of ‘Greenlines’ a departmental magazine. Carbon Awareness Event. DWP SD conference spotlighting carbon emissions and supported by Department’s SD Minister, Lord McKenzie.

16 Next Steps: Estates Site specific ‘Spend to Save’ eg lighting at Document Management Unit Large scale schemes – biomass, wind, solar. ‘End-of-life plant and equipment replacements. Continued roll out of automated meter reading installations.

17 Next Steps: Working Practices Ensuring that there is a consistent approach to SD impact assessment amongst strategists, planners and process designers. Permanent Secretary has Sustainable Development as a Personal Objective. New governance structures provide Board level involvement in the SD agenda. Targets disaggregated to each DWP business.

18 Next Steps: People Businesses establishing own SD teams – DWP now working more closely with these teams. Improved communications through an SD Communications Strategy. Establishing a leadership culture that embraces the SD agenda. Seeking to change behaviours and practices. Jobcentre Plus piloting site-specific customised team brief and planned roll-out of Ontario House project.
