Poultry Industry Initiative In March 2005, BC Poultry Association (BCPA) was granted $1.5M by BC MAL to support initiatives that enhance biosecurity in the poultry industry. To access funds, BCPA had to develop a strategic plan.

Poultry Industry Initiative The BC Poultry Industry Biosecurity Emergency Response Strategic Plan has 4 goals: 1.“The BC Poultry industry has a mandatory and auditable Biosecurity Program in place to enhance protection against an infectious disease outbreak by 2007”

Poultry Industry Initiative 2.“The BC poultry industry has an emergency response management plan in place to handle an infectious disease outbreak by 2007” 3.“An effective and comprehensive risk management is in place to provide fair compensations to producers in the event of an infectious disease outbreak by 2007”

Poultry Industry Initiative 4.“The Poultry Industry Advisory Management Committee (IAMC) has the resources to ensure that the strategies in the BC Poultry Industry Biosecurity / Emergency Response Strategic Plan are delivered in an effective and coordinated manner” IAMC is the advisory committee that manages the plan – includes rep from across the industry

Poultry Industry Initiative In January 2006, AAFC through the National Advancing Canadian Agriculture and Agri-Food Program (ACAAF) granted an extra $1.5M to the initiative to support on-farm biosecurity initiatives (OFBI). The money was granted to Investment Agriculture Foundation (IAF)

Poultry Industry Initiative OFBI support projects that meet these 3 objectives: –Actively engage the poultry sector to contribute to the development and adoption of improved biosecurity protocols; –Expand the poultry sector’s capacity to prevent and respond to zoonotic disease infections in commercial and non-commercial flock; and –Integrate sector-led piloted and tested projects into future initiatives.

Poultry Industry Initiative OFBI is a national pilot project initiative that is being conducted in BC, Qc and Ont. BC is the only province where direct assistance to producer is allowed in the context of the OFBI.

Poultry Industry Initiative Direct assistance is subject to the following limits: –No more than 50% of the total grant ($750K) –No more than 30% of eligible cost up to $5K –Incremental costs only –No other source of assistance for these costs –Reimburse only once the producer has demonstrated full compliance with a recognized mandatory biosecurity standard

Poultry Industry Initiative Proposal to IAMC for a Biosecurity Coordinator for the Specialty Bird – project was accepted in principle. “ To hire a biosecurity coordinator to develop appropriate biosecurity protocols to address the specificities of the specialty bird producers’ operations. Those protocols would stem from the basic mandatory standards identified for the industry ”

National ACAAF The overall aim of ACAAF is to position Canada’s agriculture and agri-food sector at the leading edge. The program has 4 objectives: –Expand the sector’s capacity to respond to current and emerging issues. –Position the sector to capture market opportunities.

National ACAAF –Actively and continuously engage the sector to contribute to future agriculture and agri-food policy directions. –Integrate sector-led projects tested and piloted under ACAAF into future government or industry initiatives.

Investment Agriculture Foundation The Foundation's areas of interest are as diverse as BC agriculture itself. We are interested in strategies, plans, programs and projects which will help the agri-food industry adapt, diversify and grow. Applications which can lead to lasting change are important considerations.

Investment Agriculture Foundation IAF supports ideas which: –help capture marketplace opportunities; –enhance food safety and quality; –promote environmentally sound practices; –increase competitiveness; –strengthen rural development; –increase human resource capabilities; and –develop co-operation, strategic alliances and partnerships.

Canadian Agriculture Income Stabilization Program (CAIS) The objective of the CAIS program is to help producers manage risks that result in both large and small decreases in income. The program is expected to: –provide a whole farm stabilization and disaster mitigation approach;

Canadian Agriculture Income Stabilization Program (CAIS) –provide equitable treatment for all producers, regardless of the commodities they produce; –assist in dealing with short-term income fluctuations as a result of risks outside a producer's control; –manage risks that threaten the future profitability of farm operations; –increase farm income stability; and –increase the producer's ability to manage agricultural risks.

Conclusion There are programs and funding available. Projects that support industry-wide initiative are usually favored. There is a strong interest in both the provincial and the federal government to support industry-led initiative.
