PROYECTO LEONARDO:ARGO 9 VOCATIONAL EDUCATION LAW Objectives: 1.It tries to organize a integral “vocational education” system that allows to answer, in an efficient and clear way, to the social and economic demand through different training categories. 2.The vocational education supply, supported with public budget, allows a long-term training, adapting to the different expectancies and personal and professional situations. 3.The development of the education actions and programmes within the National Vocational Education system will be directed toward these objectives.

PROYECTO LEONARDO:ARGO 10 NATIONAL SYSTEM OF QUALIFICATIONS AND VET: DEFINITION: 1.- National system of qualifications and VET is a set of tools and actions to promote and integrate the vocational education supplies, through the National Catalogue of Professional Qualifications. Furthermore, this system evaluate and accredit the competences of a profession, contributing to persons professional and social development and to satisfy the needs of the productive system.

PROYECTO LEONARDO:ARGO 11 OBJECTIVES OF THE NATIONAL SYSTEM OF QUALIFICATIONS AND VET 1.It tries to prepare persons for a work, on the way that it allows to satisfy the needs of the persons and productive system. 2.The promotion of a quality and updated formative supply regarding to target persons and the needs of labour market qualifications and personal expectations. 3.Providing information, to all those interested, related to VET and the employment qualification 4.Incorporating to VET supply those actions that qualify people to develop their own enterprise work. 5.Official assessment and accreditation of the professional qualification regardless of the way that it has been acquired. 6.Promotion public and private investment in workers qualifications.

PROYECTO LEONARDO:ARGO 12 ACTIONS AND TOOLS OF THE NATIONAL SYSTEM OF QUALIFICATIONS (NSQ) The system have the following tools:  Professional Qualifications Catalogue: It is used for clasifying the professions identified in the productive market. These professions will be arranged according to the suitable competences to do the work (the competences have to be capable of certificating and accrediting).The catalogue includes the content of VET regarding to each qualification. It will be structured in modules.  A process of search, assessment, accreditation and registration of the professional qualifications.  Information and guidance about VET and employment.  Analysis and improvement of the NSQ quality aiming at having enough information about how it works.

PROYECTO LEONARDO:ARGO 13 SEARCH, ASSESMENT, ACCREDITATION AND REGISTRATION OF THE PROFESSIONAL QUALIFICATIONS 1.- The VET certificates are official and valid in all the country. They are drawn up by public administration 2.- A profession, acquired in a non-regulated way, will be evaluate and accredit according to the professional qualification catalogue. 3.- If there is a profession, acquired in a non regulated way, that doesn’t meet all the qualifications to obtain a VET certificate, then they will achieve a partial certificate. But if they want to get the whole certificate, they will have to complete the training. 4.- The Government, after inquiring to Qualifications and VET General Council, will establish the method to evaluate and accredit the professional competences and their effect.

PROYECTO LEONARDO:ARGO 14 PROFESSIONAL QUALIFICATIONS CATALOGUE This Catalogue is set up with the most representative professional qualifications of the productive system. Each professional qualification fits with a kind of training, for that the catalogue will establish the VET modules The qualifications established in the catalogue will be arranged in levels of qualifications and professional families. There are five levels of qualifications according to professional competence required by productive work, autonomy, complexity of the work to develop and responsibility

PROYECTO LEONARDO:ARGO 15 PROFESSIONAL QUALIFICATIONS Professional qualification : It is a set of professional competences useful for an employment and they can be acquired through vocational education or other kind of training and also through work experience. Professional competence : It is a set of knowledge and capacities that allow to practise a professional work according to requirement of the production and the employment. Unit of competence: It is the minimum set of the professional competences necessary to obtain a partial accreditation or certificate.

PROYECTO LEONARDO:ARGO 16 Catalogue of the professional training modules It is the whole training modules related to the different professional qualifications Unit of Competence.

PROYECTO LEONARDO:ARGO 17 Vocational Education and training modules A module is a “formative set” in line with every unit of competence that forms the qualification The module is the minimum accreditable unit of training to establish the vocational education and to obtain VET certificate.

PROYECTO LEONARDO:ARGO 19 QUALIFICATION LEVELS Level 1: a reduce set of activities where the work is quite simple. It use to be standardized process that need not much theoretical knowledge or practical capabilities. Level 2: a set of professional work related to using techniques and instruments. It needs to know technical and scientific fundamentals and to understand the application in the project. Level 3: broad set of professional work that need to know different techniques and to acquire responsibility in coordination and supervision of the technical work. It also needs to understand technical and scientific fundamentals and to evaluate the process and its economics effects.

PROYECTO LEONARDO:ARGO 20 Level 4: broad set of complex professional work in different contexts that requires technical, scientific, economical and planning knowledge to define or develop projects, process, products or services. Level 5: broad set of complex professional work in different contexts that requires planning or create products, process or services. This means responsibility in resources management, analysis, design, planning, implementation and evaluation. QUALIFICATION LEVELS
