Best Practice #1  Task Procedures Marsulex Petroleum Coke Services (MPCS) strives to provide its employees with the coking industry’s leading policies and procedures. Utilizing our “Core”-thought, every procedure is formulated around the following principles: Employee Safety: Top Priority for all MPCS procedures. Each procedure is written to minimize employee exposure to hazards through elimination and/or mitigation steps including employee positioning. Regulatory Compliance - Commitment to the Best: All MPCS procedures are reviewed annually to ensure compliance with all Federal, State, and Client requirements. All updates are tracked through a Management of Change Process where all employees are advised of changes and then sign an Acknowledgement Form stating they have received training and understand the knowledge and skills needed to safely and competently perform the duties required.

Best Practice #1  Task Procedures Efficiency – Responsibility: All MPCS procedures are written in a work steps outline that instructs the employee on how to do his task step by step. This allows the employee to perform their task safely and efficiently, without loss or substitution of any of the task steps. Every task MPCS performs has a written procedure to document the individual task steps needed to ensure 100% compliance. Procedure Example: MAR-XOMBT-NP13 <> Coke Drum Re-Heading

Best Practice #2  Job Safety Analysis Each task MPCS performs is reviewed by the Facility Operations Manager and the Health and Safety Coordinator, utilizing the Four Core values. This Hazard/Risk Assessment is used to ascertain the hazards of each task, and the risk to the employee while performing the task. All task are then classified in the following two categories: High Risk: This classification is for any task with a greater potential for hazard exposure. Along with the task procedure, a Job Safety Analysis (JSA) form is completed. A JSA is a written outline of the hazards and mitigation steps used to further identify, eliminate, and/or mitigate the potential hazards. A JSA meeting will be conducted prior to beginning the task to discuss the JSA and task requirements. MAR-XOMBT-NP13 <> Coke Drum Re-Heading JSA Low Risk: This classification is for any task with a minimal potential for hazard exposure. The hazards and mitigation steps are outlined on a Job Hazard Analysis (JHA) form. The JHA form is completed on a daily basis or each time the task is assigned. MAR-XOMBT-NP13 <> Coke Drum JHA

Best Practice #3  Management of Change Commitment to “Only The Best”, requires us to create and update our policies and procedures to the current demands of the industry without shutting down operations. Our Management of Change Process (MOC) is the key to our success in this area. The basis of the MOC is to ensure all employees are made aware of the changes, by providing a detailed summary of changes and/or updated policy/procedures. All employee must then sign an Acknowledgement Form stating they have received training and understand the knowledge and skills needed to safely and competently perform the duties required.
