IOM Pakistan- One Room Shelter Program

The Program  The IOM ORS program is a shelter assistance program aimed at providing permanent shelter to the more vulnerable victims of the floods  Cash is provided directly to beneficiaries at reaching construction milestones  Strong emphasis is given to community participation.

Program Statistics  Currently the program is being implemented in: 3 provinces: KPK, Sindh & Punjab 17 Districts 136 Union Councils 1664 villages and village councils and focal points Currently planned for: 37,276 ORS Assessed and first tranche: 35,601 ORS  KPK 1,100  North Sindh 11,418  South Sindh10,398  Punjab12, ,846 people housed in permanent shelter 44 Implementing Partners

Beneficiaries are selected on established vulnerability criteria Elderly Disabled Women or Orphan led households Very poor Totally damaged Protection issues Large families.

Village Councils  Village Council formed amongst villagers  Village Council nominates a Financial Focal Point  Village Council nominates vulnerable beneficiaries  Implementing Partner verifies selections

Implementing Partners  Primary role is to verify village council selection of beneficiaries according to vulnerability criteria  Mobilize community to build their own shelter and assist those less able  Provide technical guidance in Disaster Risk reduction and “Build Back Better”  Supervise and monitor cash distribution

Progress to Date  35,601 in progress  29,272 plinths completed  15,666 walls complete*  6,389 roofs complete  4,379 occupied

Issues and Lessons Learned  Duplication by other programs  Lack of information on their programs  Delays in cash transfers between banks  Access to banks often difficult  Slow banking procedures  Low technical and managerial capacity of some implementing partners, requires a lot of capacity building and skills transfer.  Some regional lack of skilled masons and carpenters  Timelines of beneficiaries between need to earn income and need to construct shelter
