Department of Social Welfare and Development PROTECTIVE SERVICES BUREAU Guidelines in the Implementation of Protective Services for the Grassroots Participatory Budget Process (GPBP)

Rationale All projects to be identified for the GPB must contribute to the priorities of the national government such as provision of basic social services and attainment of the MDG including poverty reduction; hunger mitigation and elimination; job generation and inclusive local economic development and climate change adaptation/mitigation and disaster preparedness.

Description Protective Services are set of programs and services designed to prevent abuse and exploitation among children, youth, women, person with disability and senior citizen or to provide treatment and rehabilitation to victims and survivors of abuse and exploitation.

Description Protective services are provided both in the community and residential care facilities. Community based services are preventive, rehabilitative and developmental programs and initiatives that mobilize/utilize the family and community to respond to a problem, need, issue or concern of children, youth, women, person with disabilities, older persons and families who are in need and are at-risk.

CAPABILITY BUILDING PROJECTS Continuous capacity building of day care workers and SNP workers Provision of ECCD learning materials for DCCs and Supervised Neighborhood Playgroups Capability-building of social workers along management of different cases

IMPLEMENTING PROCEDURES A. LOCAL GOVERNMENT UNIT QUALIFICATION ◦ SEAL OF GOOD HOUSEKEEPING ◦ NO UNLIQUIDATED CASH ADVANCE ◦ PUBLIC FINANCIAL MANAGEMENT (PFM) IMPROVEMENT PLAN as determined by DBM ◦ TECHNICAL CAPABILITY

Implementing Procedures a. Validation of Projects The DSWD Field Offices shall validate the programs/projects proposed by the LGUs in their Local Poverty Reduction Action Plan (LPRAP) LGUs which are eligible to implement GPB projects must submit the following documents as basis for fund release base on the JMC: Project Proposal Work and Financial Plan Terms of Reference Detailed estimates Deed of donation or certificate of land availability for infrastructure projects

Implementing Procedures - LGU b. MOA Signing A Memorandum of Agreement (MOA), shall be executed by the FO with the LGUs to define the roles and responsibilities of each party and the procedures in the implementation of the program.

NGO/PO/CSO AS IMPLEMENTING UNIT The region should select the NGO following the guidelines on the transfer of funds to NGOs. FUND TRANSFER FUND SHALL BE TRANSFERRED FROM CO TO FO FO TO NGO/PO/CSO OPENING OF A SEPARATE ACCOUNT FOR THE PROJECT TRANSFER OF FUNDS BY TRANCHES ◦ 70% ◦ 30%

COMMUNITY/BARANGAY AS IMPLEMENTING AGENCY Communities with no prior experience in implementing projects through a CDD approach may still be eligible to implement BUB projects provided that technical assistance is provided by DSWD and the city/municipal LGU Follow CDD guidelines

c. Fund Transfer The DSWD-C.O. shall transfer the funds in accordance to the cash program, to DSWD Field Offices in accordance with the COA Circular Number dated December 13, es. FUND MANAGEMENT

Institutional Arrangement 1. The Protective Services Bureau shall: Download the funds to the Field Offices Provide technical assistance to the Field Offices in the implementation of the service Monitor the implementation of the BUB projects

Institutional Arrangement 1. The Protective Services Bureau shall: Ensure that the status report in the implementation of GPB projects i.e. budget utilization, physical targets and accomplishments are integrated in the existing monitoring and evaluation system of the agency. Provide regular report to the PRPB

Institutional Arrangement 2. The DSWD Field Office shall: Enter into a Memorandum of Agreement with the concerned LGUs or NGOs /POs,CSOs/Barangay Download the funds to the concerned LGUs or NGOs. CSOs/Barangay Provide technical assistance to the LGUs orNGOs/POs CSOs/Barangay in the implementation of the BUB projects

Institutional Arrangement 2. The DSWD Field Office shall: Be accountable to ensure that the LGUs or NGOs, CSOs/Barangay implementing the BUB projects shall submit regular accomplishment reports, subject to existing budgeting, accounting and auditing rules and regulations Submit to the DSWD-CO audited liquidation report and properly documented accomplishment report

Institutional Arrangement 3. The Local Government Units shall: Oversee and supervise the implementation of the GPB projects Submit properly documented accomplishment and audited financial report to the DSWD-FOs

Reporting System Reporting template developed by the GPB Technical Working Group shall be used. The GPB focal person shall prepare the report and submit to the DSWD Field Office on a quarterly basis. The DSWD Field Office shall prepare and submit quarterly report on the program implementation to the PSB for consolidation.

Monitoring and Evaluation Post evaluation shall be conducted to determine the outcome of the program based on the set objectives.
