2 What is DUO? The abbreviation DUO stands for: Dienst Uitvoering Onderwijs (Education Executive Agency).

3 A brief history For many years, two separate organizations performed executive tasks for the Ministry of Education, Culture and Science: the IB- Groep in Groningen and CFI in Zoetermeer, a city near The Hague. In the early seventies, various divisions of the Ministry of ECS were relocated to Groningen. In 1988 they formed the ‘Informatiseringsbank’. In 1994 this became an independent organization, the IB-Groep, which remained independent until CFI (short for Centrale Financiën Instellingen) started in 1992 as an agency of the Ministry and remained so until On January 1st, 2010, both organizations merged and became DUO, the Dienst Uitvoering Onderwijs (Education Executive Agency), the Ministry’s executive organization.

4 Reason for merger IB-Groep and CFI Growing autonomy of schools and institutions Departmental wish for better, up-to-date and flexible data about the field of education Departmental plans to improve education and schooling (i.e. by reducing the administrational burden of citizens and schools) Operation ‘Renewal Public Service’, aiming at a small but effective public service Need for one single contact point for both the department and the institutions of education.

5 Mission DUO is the national government’s executive agency for the field of education. DUO finances and informs pupils and students as well as schools, and facilitates exams. By doing this, DUO makes good education possible for everyone.

10 DUO in a nutshell (1) Trustworthy and cooperative partner for its principals As an expert in the field of financial en administrative processes and an authority in the field of education, DUO implements laws and regulations correctly and efficiently. Competent link between pupils, students, parents, teachers, schools, universities, policy makers, municipalities and other professional partners DUO connects these parties and actively seeks to involve them in its primary tasks.
