Review of Situation Incident 2 Phosgene Release –hijacked phosgene tanker explodes in the center of Boise, upwind of the Kuhistan national government center –Police report “large numbers of casualties,” number uncertain - Likely several hundred –Kuhistan government is furious that this attack was not prevented Incident 1 – KFC Announce BW Threat –01Mar07 (D plus 119, scenario date 26Aug07) –tape delivered to TV station KSL announcing KFC will be using foodborne diseases to attack key people in Kuhistan The Kuhistan military Those supporting the nuclear plant –KFC plans to use salmonella but also botulism, other diseases –Attacks may have already begun (some food supplies are already contaminated) –Kuhistan government is furious that this attack was not prevented

IMPLICATION TO CTF OPS Prevention of Recurrence –Use of trained & equipped forces in population centers –Request for specialist CBRN units to be deployed in theatre –Protection of the following with intention to hand over to local authorities Increased physical security of key installations/ storage facilities Convoy Protection of CW / TIM transportation –Attribution in conjunction with KUH authorities Intel collation/ sharing Investigation/ Forensics –Monitor and Curb KFC activities CTF Force Protection –Issue of directive to equip troops with protective equipment –Info Ops – to retain will of troops to fight
