AGENDA CHALLENGES FACED BY STATE PROGRAMS IN COLLECTING, VALIDATING AND REPORTING THEIR NIBRS DATA OUR CURRENT AND FUTURE PLANS IN HELPING STATES OVERCOME SOME OF THESE CHALLENGES VALUE ADD TO A MULTI-STATE – CROSS JURISDICTIONAL ANALYSIS SYSTEM DEMONSTRATION QUESTIONS AND ANSWERS

NIBRS – DATA COLLECTION AND ANALYSIS Successful NIBRS data collection requires a system that collects, stores and reports. If you require agencies to give you data, you should provide them: a)An effective process for its collection b)The ability to review / analyze the provided data with added value.

DATA COLLECTING A State NIBRS program requires local agencies to contribute NIBRS data to their State repository. This should at a minimum: –Be as easy to submit – either through flat record file or by an intuitive user interface –Provide an efficient way to verify and make corrections to submissions

DATA PUBLISHING Providing data back to the agency in a timely manner while adding additional value encourages participation. Additional value could include: –Timely access to updated data –Ad-hoc analysis of NIBRS stats –Ability to extract specific data for deeper analysis with other tools such as SAS or SPSS –Comparison with other applicable jurisdictions –Aggregated totals at the county / state level

THE PROBLEM Some State programs do not provide local agencies with either an effective way of submitting data or the opportunity of taking back valuable information.

CONSEQUENCES OF INACTION Compliance problems – lack of support from stakeholders Tardy or incomplete submissions Poor data quality and understanding

PROVIDING VALUE WITH REPORTING With OLAP, full NIBRS add-hoc reporting can provide a more thorough way of analyzing NIBRS data in answering questions such as the who, what, when, where and why.

PROVIDING VALUE WITH REPORTING A good reporting system should be easy to use allowing for a greater audience and promoting a better understanding of NIBRS and its value. End users (Fusion Centers, general public, etc) can build their own reports, reducing data requests to the SAC. A system that’s easy to use requires less training and a provides a quicker return on investment.

PROVIDING VALUE WITH REPORTING An export data to external systems, such as SAS or SPSS allows for researchers to do deeper analytics on specific data research. Timely access - agencies can begin analysis against data that was submitted to the repository the night before. Trends can be spotted before it’s too late.

MULTI-STATE NIBRS – PROVIDING CROSS STATE ANALYTICAL VALUE Multi-State system can provide cross jurisdictional analysis Particularly interesting to border jurisdictions looking at crime in neighboring communities –Criminals don’t care about state lines.

MULTI-STATE NIBRS - ADVANTAGES Quick time to market –System already in place –Existing FBI files can be submitted directly to the multi-state system –Only additional effort is getting population data into the system Low cost –Hardware and hosting costs are shared across participating States Fast turnaround times –Data available for analysis within days of submission
