3 Existing and Future Conditions – Current conditions Border Improvement Plan (BIP) –Provides queuing statistics from last year Increased wait times at POEs Coordinating with CBP and other agencies to scientifically measure queues to assist CBP operations and infrastructure needs Commercial POE facilities need more capacity – Future Conditions Future commercial traffic forecasts a need for more capacity Existing Non-Commercial POEs a need for more capacity except for Santa Teresa, NM and Tornillo (TX)-Guadalupe POE

4Alternatives Incorporation of Intelligent Transportation Systems such as –Dedicated commuter lanes (DCL), –Free and Secure Trade lanes (FAST) –Other methodologies Maintain effective security Decrease average inspection time Utilizing 100% of inspection booths –before traffic peak hours –coordinate and extend inspection hours for commercial crossings Develop long-range land use plan and incentive program – promote commercial land uses to the less congested port of entries (POEs) at Santa Teresa and Tornillo- Guadalupe Bridge. Coordinate with Mexican Officials on improving access to northbound FAST lanes Develop new ports of entry

34 Conclusions – Cesar Chavez POE With regard to Option 3, - It can contain DCL and HOV peak hour vehicle queuing with the construction of up to 6 DCLs and 3 HOV lanes – The stops at the roads and arterials could potentially cause a queue of vehicles to encroach on vehicles exiting the facility – Provides good access going east/ west into Border Highway and north into Lower Valley

35 With regard to Option 4, – It can contain DCL and HOV peak hour vehicle queuing with the construction of up to 6 DCLs and 3 HOV lanes – There is limited access to going east on Border Highway and north into the Lower Valley Option 1 and 2 are too long in construction – The stops at the roads and arterials could potentially cause a queue of vehicles to encroach on vehicles exiting the facility Conclusions – Cesar Chavez POE
