Review of EIA Quality A formal step in the EIA process Purpose is to establish if the information in the EIA report is sufficient for decision –making

Key objectives To review the quality of the EIA report To take account of public comment To determine if the information is sufficient To identify any deficiencies to be corrected

Aspects for consideration Compliance with terms of reference Information is correct and technically sound Account taken of public comments Complete and satisfactory statement of key findings Information is clear and understandable Information is sufficient for decision-making

EIA review procedures By environmental agency By independent panel By standing commission of independent experts (or experts within government) By Inter-agency committee By planning authority

EIA Review Criteria Terms of reference EIA reports of comparable proposals EIA requirements, guidelines and criteria Principles of EIA good practice Knowledge of the project and typical impacts

Carrying out the EIA review Step 1: Identify the deficiencies Step 2: Focus on critical shortcomings Step 3: Recommend remedial measure Step 4: Advice on implications for decision-making

Determining remedial options Shortcomings so serious require immediate remedy (supplementary or a new EIA report) Shortcomings not serious (explanatory material attached to the report) Shortcomings are not major but can not be remedied immediately (Recommend monitoring the shortcomings during implementation)
