Country programme data reporting - I ExCom requested UNEP to allocate time in network meetings for training on the CP web-based system and provide feedback on the experience gained (decision 52/5(b)) ExCom will review the usefulness of the country programme data web system at the 62nd Meeting (decision 59/4) UNEP was requested to hold a session on the revised format for country programme data reporting at its network meetings (decision 60/4(b)(i)) UNEP and the Secretariat to identify problems associated with the low level of use of on-line reporting to determine how best to encourage the timely reporting of Article 5 country programme data using such systems (decision 60/4(b)(ii)) The Secretariat to modifiy the country programme data reporting format to include information relevant to HCFC phase-out (decision 60/4(b)(iv)) 3

Country programme data reporting - II Article 5 countries should have submitted 2009 country programme data by 1 May data still to be received from: Bolivia, Chile, Dominican Republic, Panama, Uruguay 2010 country programme data reporting format revised to accommodate: HCFC control measures Regulations and legislation for HCFCs Coverage of all HCFCs Prices of HFC alternatives and any other new alternative 4

Data Entry issues with web-based system- ADMIN A. DATASHEET Both right and left sides of the sheet should be completed Total of use by sector should equal imports + production – exports unless there is stockpiling Use the comments column to indicate the level of stockpiling HCFCs Use the drop down box (see next slide) to add further types of HCFCs to the “Substances” column Specify the chemical e.g. HCFC 124, HCFC 225 since different HCFCs have different ODP values 7

Data entry problems: Admin C. Import and export data should be in metric tonnes (not in ODP tonnes) Make sure to enter in US dollars per kilogramme For the number of training programmes (see slide “Admin C - continued”: A comment should be added indicating if the number is cumulative or annual (annual data is preferred If the only data you have is for a year or a number of years, then provide a breakdown by year. 11

Qualitative performance indicators - I At its 55th Meeting, Excom requested UNEP’s Compliance Assistance Programme (CAP), through its regional networks, to include an item in the agenda of each of its network meetings addressing reporting requirements of the Executive Committee, including the qualitative performance questionnaire, so as to ensure a better response to the survey in future (decision 55/11(b)) At its 61st Meeting, Excom requested UNEP to remind countries, at meetings of regional networks, to complete the surveys on the performance of bilateral and implementing agencies (decision 61/17) 17

Qualitative performance indicators - II In accordance with decision 46/14 national ozone officers receive a questionnaire regarding the assessment of each implementing agency vis-à-vis the agency’s annual business plan Confidential questionnaire covers 3 main qualitative performance indicators with four point scale for ranking implementing agency performance (1) organization and cooperation (2) technical assistance/training (3) impact 18

Qualitative performance indicators – III NOUs have to specify a rating of 1 to 4 4 (highly satisfactory) 3 (satisfactory) 2 (less satisfactory) 1 (unsatisfactory) NOU should also indicate on the questionnaire if a question is not relevant to the agency concerned.
