VCSD Vocational & Corporate Skills Development

Vision Provide free/subsidized online and classroom training courses to individuals (from a school dropout to a graduate) to develop vocational and corporate skills needed to meet the growing specialized labor demands of businesses.

Issues Shortage of skilled labor force ◦ Only 5% of the 400 million labor force has received any formal training ◦ 94 million skilled laborers needed by construction industry alone by 2020 Shortage of well trained graduates ready to work ◦ 500 million needed by 2022 Shortage of teachers ◦ 6 million more needed by 2020 Investment in new infrastructure is slow ◦ Existing facilities not able to accommodate additional students Not much expertise in developing appropriate content and delivering it to students especially in rural areas Big gap in business needs and the available skills

Issues High drop-out rates in K-12 segment ◦ Enrollment ratios drop  To 81% from grades 1-5 to grades 6-8  To 31% from grades 6-8 to grades 9-12 ◦ 109 million drop-outs for FY Decline in attendance from 73.4% in 2007 to 70.9% in rural primary schools Vocational Education ◦ 18,000 training centers ◦ 4.5 million student enrolled ◦ 1.8 million annual intake ◦ Additional 40 million seats needed annually

Opportunity Provide vocational and corporate training courses to a large underserved population Create employment opportunity for less fortunate and school drop-outs ◦ Increase remote/rural participation Prepare corporate workforce ready for 21 st century business needs Combination of online courses and classroom training requires lesser physical infrastructure and fewer trainers

Solution A MOOC (Massive Open Online Courses) model based cloud service offering online courses ◦ Self-paced learning based ◦ Contain slides, audio, videos and multilingual support ◦ Interactive and have quizzes ◦ Accessible from multiple devices e.g. PC, Laptop, Tablet, Smartphone, etc. Small Skill Development Centers (SDC) will be setup ◦ To conduct workshops for courses requiring hands-on training ◦ To be used as learning centers in the areas where students don’t have online access ◦ Will use latest teaching techniques to minimize the need of an instructor ◦ Facilities from local schools / colleges / universities can be utilized

Solution Tie-ups can be established with top corporate houses and local businesses ◦ To understand their skill needs ◦ For job placements Courses can be tailored to the needs of the businesses Courses can be offered for free or at subsidized rates to students Initial focus will be to offer vocational training to drop-outs and high school graduates from rural areas Eventually corporate courses will be offered to college graduates to bridge the skill gap
