OBJECTIVES  Understand the History and Purpose of the WVHIN  Explore the Shift from Paper to Electronic Exchange of Patient Health Information  Learn about WVDirect  What is it?  What are the benefits?  Steps for Registering  Learn about Health Information Exchange (HIE)  What is it?  What are the benefits?  Getting Connected  Review the Implementation Schedule for WVDirect & HIE 2

HISTORY WVHIN established in 2006 WV Code Chapter 16 Article 29G Board of Directors Public/Private Partnership 17 member board representing hospitals, physicians, payers, state government, etc. Funding $7.8M Office of the National Coordinator $3.5M WV Legislature $7M WV Health Care Authority 3

WVHIN PURPOSE Purpose: Promote the design implementation, operation and maintenance of a fully interoperable network to facilitate public & private use of health care information How is the WVHIN achieving this purpose? Enabling the secure ELECTRONIC exchange of patient health information through: WVDirect Health Information Exchange (HIE) Why are we working to achieve this purpose? Today patient information is stored in silos and access to this information is not timely Providers are making decisions about a patient’s health without the full picture Create efficiencies and cost savings within the healthcare system 4

SHIFT TO ELECTRONIC DATA 70% of Clinical Decisions Are Based on DATA* 5 Data locked in a paper folder has limited value Electronic Data Provides Numerous Benefits Only one-person access at a timeAccessible by multiple providers at the point of care Difficult to transportEasily transportable COSTLY to copy, organize and maintainINEXPENSIVE to store data Time consuming to aggregate and analyzeEasy to aggregate and analyze Easily lost or destroyed (Katrina)NOT easily lost or destroyed *TJC

WVDIRECT 6

WVDirect is a secure messaging system that allows providers to send and receive Protected Health Information Allows providers to replace communications that occur now through fax and mail with the click of a mouse WVDirect is available to providers with or without an EHR Depending on your workflow, Direct accounts can be accessed at the “organization” or “individual” level 7 Secure Protected Health Information

PROVIDER BENEFITS SAVE TIME! Send patient health information to other providers with the click of a mouse (no more faxing or mailing) SAVE MONEY! Rely less on paper Free service! ATTEST FOR “MEANINGFUL USE”! Perform at least one test of a certified EHR technology’s capacity to submit electronic data to immunization registries 13

STEPS FOR REGISTERING 1. Healthcare Providers must complete the WVDirect Subscription Agreement 2. Healthcare Providers will be credentialed, verified and trained by a representative of the WVHIN 3. Healthcare Providers may begin using WVDirect 14

HEALTH INFORMATION EXCHANGE 15

HEALTH INFORMATION EXCHANGE (HIE) Allows providers to electronically exchange and "query” available patient health information within the network Allergies Medication History Lab Reports Consults Advanced Directives And More… Allows providers to access a longitudinal view of a patient’s medical history BEFORE clinical decisions are made Allows providers to electronically submit required information to WV Bureau for Public Health To connect and contribute data to the HIE, providers must have a standards compliant EHR 16

HEALTH INFORMATION EXCHANGE 17 WVHIN Health System Hospital Owned Physician Practices Hospitals Clinic Surgical-Centers Personal Health Record Research Medicaid Initiatives e-Directive Registry Pharmacies NHIN Other HIE Initiatives Clinic Group Clinic Independent Lab and Imaging Center Independent Hospital Independent Physician Physician Network Physician APhysician B Physician C Community HIE Public Health & Immunization Registries Nursing Homes

PROVIDER BENEFITS SAVE TIME! Latest patient health information at the point of care in an ORGANIZED view that is EASY TO READ Allergies Medication History Lab Reports Consults And More… FEEL AT EASE! Role Based Access - Unlike paper silos, WVHIN is built to only allow authorized individuals to view PHI on a “need-to-know” basis Unlike paper silos, WVHIN can audit & keep track of who accesses or changes information 18

PROVIDER BENEFITS SAVE MONEY! Reduced operating costs – data directly into your EHR, no faxing One connection to WVHIN – reduce development of many interfaces From HealthCareITNews.com – "Sharing electronic health information across every major emergency department in the Memphis, Tenn., area resulted in reduced hospital admissions, reduced radiology tests and an annual cost savings of nearly $2 million, according to a recent study conducted by Vanderbilt University Medical Center.“* Connection to HIE is currently free – WVHIN is working to develop a sustainability model; providers will be given 9 mo – 1 yr notice before any fees are charged 19 * savings-across-memphis-eds; 11/2011http:// savings-across-memphis-eds
