§ 5. Functions of National Library as parliamentary library 1) to obtain, preserve, process, analyse and make available information to the Riigikogu, the Chancellery of the Riigikogu, the Government of the Republic, the Ministries and the State Chancellery; to prepare and publish information carriers; 2) to register the official publications of the Republic of Estonia and organise their exchange under the procedure established by legislation; 3) to operate as a deposit library of international organisations according to international agreements; 4) to collect literature pertaining to law, history and political science, as well as other information carriers on social science, and to create databases for national information needs; 5) to prepare and publish the Estonian legal bibliography.

The members of the Riigikogu and employees of the Chancellery are offered the following services : answering subject and data enquiries, information search from databases, selective information – regular information supply on specific subjects in an agreed way and form, compiling bibliographies, home lending and ordering literature from the National Library or through the interlibrary loan (ILL), compiling abstracts on requested subjects.

Open shelves: reference publications, dictionaries, law literature, collections of Estonian and foreign countries legislation, literature on economic policy, statistical collections, political approaches of different countries, reviews of the activities of governments and parliaments, Estonian and foreign newspapers and journals.
