What Problem? CSE: FP assessment March 2003 (LASP) Used 1991 Census and 1996 English House condition survey 28% Fuel poor in Sefton (33% M/side, 23% Eng) 9 of 23 wards, worst 10% 31,893 households best Ward Harrington 13%, 611 households How reliable is this?
