Objective  Familiarize staff with policy on proper Placement of Funds in:  Sponsored Research Trust Fund (SRS/SRAS)  Research Foundation (RF)  Foundation (FSU Foundation)  Auxiliary Trust Fund (Budget & Analysis, B&A) NOTE: (Office responsible for compliance noted in parentheses above.) Responsibilities SRS, SRAS and RF Staff are responsible for:  Advising outside entities and university faculty/staff who inquire about the proper depository for funds  Accepting only authorized funds in SRTF and RF Placement of Funds

Sponsored Research Trust Fund (SRTF) Awards (Contracts, Grants, Purchase Orders, Sponsored Agreements, etc.) from Governmental entities (Local, State & Federal) for research, training or development (including governmental flow- through awards) and Private funds used to match publicly funded agreements should be administered in SRTF. Sponsored Research Trust Fund (SRTF), cont’d  These awards typically require:  Involvement of faculty and/or staff effort and other expenses necessary for the conduct of research/training  Submission of technical and/or financial reports to sponsor  Award may be fixed price, cost reimbursable, etc. Placement of Funds

Research Foundation  Same criteria as for SRTF, except awards from private entities (unless being used to match publicly funded awards) and  Income derived from patents and copyrights Placement of Funds

FSU Foundation  GIFTS AND BEQUESTS from private sources for approved university programs for which no services and/or products are required Placement of Funds

Auxiliary Trust Fund  Revenue earned as a result of sales/use of facilities/services  Examples: Bookstore, Card Center, Ringling Museum, Chemistry Stock Room, Academic Computing Center, Laboratory Animal Resources (LAR)  Charges for products/services based on rates approved by Budget and Analysis  New auxiliary accounts reviewed and approved by members of Auxiliary Service Board (VP for Research representative on Board) Placement of Funds

Auxiliary Trust Fund (cont’d  Payment based on quantity of actual services rendered/goods provided, multiplied by approved rate(s)  Most services/goods provided to FSU faculty, staff and students versus to outside entities Placement of Funds

 Most commonly, errors occur when funds are deposited in Auxiliary Trust Fund or FSU Foundation that should have been deposited in SRTF or Research Foundation.  Problems occur when this happens because those entities do not have the infrastructure to provide necessary oversight and adherence to research compliance requirements. SUMMARY, cont’d Examples:  Project involves use of animal/human subjects and the activity did not have approval of animal/human subjects committee  Project requires technical/financial report and infrastructure is not in place in other offices to respond.  Close scrutiny by the respective offices will ensure that funds are deposited in the appropriate place. Who is a Principal Investigator? The individual responsible for the conduct of research or other activity, described in a proposal for an award. proposalaward The Principal Investigator is responsible for all programmatic and administrative aspects of a project or program.

Currently appointed Florida State University faculty members with: 1) Eligible Employee Class AND and 2) Eligible Job Code in OMNI (shown on next slide) may serve as principal investigators on proposals submitted to outside funding agencies in support of research, training or other sponsored activities. What is an eligible Employee Class ? Two types of faculty appointments qualify as eligible employee classes: Regular (permanent) and Faculty Research Other appointment types (such as adjunct, courtesy, & emeritus appointments) are not eligible classes per se. The eligible employee classes are permanent while the visiting, adjunct & courtesy, etc. appointment types are of a limited duration. Only faculty with a regular or faculty research employee class in one of the eligible Job Codes may serve as a sole PI unless an exception is made. Principal Investigator Eligibility Policy

When can employees who do not have an appointment in one of the eligible employee classes and job codes serve as PI?  University employees who do not have an eligible employee class and job code may serve as a PI, as long as there is at least one additional investigator on the project who has a current appointment in one of the eligible employee classes and job codes.  If allowed by the sponsor, the department chair/director, the dean & the VP for Research may make an exception for emeritus, adjunct, visiting, etc. appointment types. Which University should administer proposals for faculty in the FAMU/FSU College of Engineering?  The University (FAMU or FSU) from which the faculty member is paid will administer proposals and awards for faculty in the FAMU/FSU College of Engineering (COE).  FSU will administer proposals and awards for COE faculty paid by FSU.  Exceptions to this policy for COE faculty paid by FSU must be approved by the FSU Vice President for Research.
