Question What can we deliver as a partnership that we can’t deliver on our own?

Context: partnerships Welfare Reform Bill Widest and most far reaching partnership panorama Politically unique moment Department for Work and Pensions and Department of Health Job Centre Plus and National Treatment Agency Local strategic partnerships Commissioning partnerships Delivery partnerships Key stakeholder is the service user

Context: recovery outcomes Welfare reform Bill requires a new pathway between JCP and drug treatment Opportunity to create a ‘shared client group’ between JCP and Treatment providers Share resources and knowledge Develop collaborative working Enhance care coordination Integrate care planning to support inter-related client goals Be more ambitious for drug users Recovery means more than drug treatment

Parthership working: the practical bits Shared priorities: eg strategies that read across organisations and are supported by executive bodies and government departments Shared ambitions: eg outcome indicators Shared resources: eg myriad JCP training and support schemes, DAAT drug training for JCP advisors Shared processes: eg care planning, information sharing Shared principles: eg adding value, not increasing bureaucracy, being clear about how and why we share information

Integrated care planning: the key Requires information sharing (via ‘Employment Action Plan’?) Preferably treatment lead – pace, expectation Aspirational regarding movement towards skills and employment Adds value not bureaucracy Risk of attrition on both sides Opportunity of sustaining engagement on both sides Opportunity for JCP ‘caseloading’ system Must fit with mandation and flexible New Deal Treatment allowance pilot in Central London

Outcomes and expectations Recovery from drug use, getting into in work Test the outcomes of integrated care planning Improved care planning and care coordination Improved treatment exits Improved workforce skills Towards ‘recovery’ measure? Remodelling the care system for drug users? Housing?
