EEM Established in 1989 Section of the Streets and Highways Code provides the Legislature with the authority to allocate $10 million annually. Fiscal Year Budget Authority $5M$0M$10M

EEM for $10 Million Call for projects was issued by Resources Agency on October 27, Applications were due on December 22, Resources agency sent the list of selected projects to the CTC in February. The draft list is submitted to CTC in March for the 30-day Notice Period. Adopted the list of projects in April and allocated funds. Caltrans executed the agreements and encumbered the funds in May and June 2009.

Who can apply for EEM funds? Local, state and federal agencies –City of Arcata, Ca. Dept. of State Parks, etc. Nonprofit organizations –People for Trees –Our City Forest –Hollywood Beautification Team –The Trust for Public Land Applicants are not required to be a transportation organization to submit an application and receive funding.

Project Categories Highway Landscaping and Urban Forestry – planting of trees or other suitable plants. Resource Lands – acquisition, restoration or enhancement of resource lands that protect or enhance the ecosystem. Roadside Recreation – roadside rests, scenic overlooks, snow-parks, trails, trail heads, and parks. Each EEM project is under $1 million. General grant amount is $350,

Responsibilities of Key Participants Resources Agency Prescribe and maintain Program Procedures and Criteria to evaluate grant proposals. Develop and maintain a mailing list of interested applicants. Receiving Grant Applications. Evaluate, prepare and submit the list of ranked proposals to Caltrans and CTC. Reviewing major changes in project scope.

Responsibilities of Key Participants Caltrans HQ Review the proposed applications and providing comments to CTC Process allocation requests Develop and process the Applicant-State Agreements Monitor project status and expenditure of EEM funds Process scope change requests and applicant status transfer requests Process amendments Revising and updating policies

Responsibilities of Key Participants Caltrans Districts Review application and provide comments to EEM Coordinator Coordinate the processing of acquisition for projects involving the acquisition of real property Final inspection of the project and approval of final invoice
