HBCU AND HBGI PHASE I DATA Presented By: Karen W. Johnson National Association of HBCU Title III Administrators, Inc. Annual Conference June 21-24, 2010 Orlando, FL

HBCU PHASE I FORMULA DATA For any given fiscal year, the Phase I Data reported must cover the five academic years preceding the year of application. So for 2010, you should have reported on academic years for the total number of graduates in the undergraduate class. How do we define graduates? 34 CFR Section – Graduate means a student who has attended an institution for at least three semesters and fulfilled academic requirements for undergraduate studies in not more than five consecutive school years.

HBCU PHASE I FORMULA DATA Data must also include students that received a baccalaureate degree during the academics years; and The number of students admitted to and attending graduate school.

YEAR OF GRADUATION FROM UNDERGRADUATE SCHOOL TOTAL NUMBER OF GRADUATES IN THE UNDERGRADUATE CLASS STUDENTS ADMITTED TO AND IN ATTENDANCE AT A GRADUATE OR PROFESSIONAL SCHOOL IN A DEGREE IN DISCIPLINES IN WHICH BLACKS ARE UNDERREPRESENTED (A)(B)(C) Year Year Year Year Year Totals 1.Enter the total for Column B in Item # 3 2.Enter the total for Column C in Item # 4

HBCU PHASE I FORMULA DATA Report the number of Pell Grant recipients attending your institution during the school year immediately preceding the beginning of the fiscal year in which the applicant applies for a grant. So for 2010, the corresponding year was July 1, 2008 through June 30, 2009.

HBCU PHASE I FORMULA DATA Report the number of graduates during the school year immediately preceding the beginning of the fiscal year in which the institution applies for a grant. So for a grant in 2010, the corresponding year was July 1, 2008 – June 30, 2009.

HBCU PHASE I FORMULA DATA Now report the number of students admitted to and attending graduate or professional school in degree programs in disciplines in which Blacks are underrepresented.

HBCU PHASE I FORMULA DATA 34 CFR Section NOTE: We CANNOT run the formula until and unless we have received ALL required information from ALL applicants. This is a discretionary grant program based on a formula.

A ND THE RESULTS ARE …. Individual award amounts are based also on the amount of Title III funds appropriated that fiscal year.

5 E LEMENTS OF HBGI F ORMULA NOTE: Because the FY 2009 and 2010 appropriations were both less than $62 million, we were not required to use the formula for calculating award amounts. Formula Element A: The ability of the institution to match Federal funds with non-Federal funds (20%) Formula Element B: The number of students enrolled in the programs for which the eligible institution received HBGI funding in the previous year (20%) Formula Element C: The average cost of education per student, for all full time graduate or professional students (20%)

HBGI F ORMULA ( CONT ) Formula Element D: The number of students in the previous year who received their first professional or doctoral degree (20%) Formula Element E: The contribution, on a percent basis, of the programs eligible to receive HBGI funds to the total number of African Americans receiving graduate or professional degrees (20%)
