The 3 Branches Executive: does admin Legislative: passes laws that the executive executes Judicial: cleans things clean & fair Policy & Admin Policy is made by law (legislature) Admin carries out policies Admin & Politics If involved in making policies then involved in politics Private & Public Admin Lots of similarities Admin = Mgt Differences: Everything the govt does is a public business. Tax money is used. Citizens want transparency. Protecting public interest requires more regulations to be made and observed. Public-Private Partnership Not opposing Lines between them are blurred
Conceptual Approach Rational-comprehensive approach: incremental
1. Events in society are interpreted in different ways by different people at different times 2. Many problems may result from the same event 3. People have varying degrees of access to the policy process in government 4. Not all public problems are acted on in government 5. Many private problems are acted on in government 6. Most problems are not solved by government though many are acted on by it 7. Policymakers are not faced with a given problem 8. Problems and demands are constantly being defined and redefined 9. Policy makers sometimes define problems for people who have not defined problems for themselves 10. Much policy is made without the problem’s even having been clearly defined 11. All policy systems have a bias 12. No ideal policy system exists apart from the preferences of the architect of that system
Value Neutrality: not real Interest Groups: concerned client groups around center of admin power Goal Displacement & Suboptimization: individual goals before the group goal Values & Practice: Theory X and Theory Y Admin Ethics: value choices, standards of conduct in policies
