Background The integrated permit system was imposed in the European Union by way of Council Directive 96/61/EC of 24 September 1996 concerning integrated pollution prevention and control (IPPC). Integrated Permit. – it is an administrative decision granting authorisation to operate an installation subject to certain conditions that guarantee that the installation complies with the requirements established for all environmental elements and with the best available technique (BAT), which determines the types and volumes of the raw materials, energy and fuels to be used

Objectives and requirements of the Integrated Permit System Considerable and systematic improvement of environment in the European Union Prevention and further reduction of the pollutant emissions into the environment Operation of the installations will the possibly lowest impact on the environment as a whole Continuous improvement of the techniques intended to prevent pollution Development, implementation and constant improvement of the environment management systems in the industrial plants New methods of cooperation with environment protection authorities

Integrated permits for ŁC DWWTP DWWTP waste dump -Lagoons – treatment and recovery of non-hazardous and neutral waste (storage) validity: – ; 3 updates Sludge and Screenings Thermal Treatment Facility – treatment of sludge and screenings (thermal treatment) validity: – ; 1 update STTF waste landfill– treatment of fly ash and dusts removed from the flue gases (storage) validity: –

Monitoring of pollutant emissions and immissions Every year, the DWWTP Laboratory carries out about 3500 monitoring tests. Some of the laboratory tests (air, noise) are carried out by the external laboratories.

BAT examples at the DWWTP Site Sludge thermal treatment (fluidized bed incinerators, monitoring of the process) Energy recovery at the STTF (heat recovery from flue gases, recirculation of steam and condensate) High quality sealing system of the waste landfill (electronic sensor based monitoring) Reduction of secondary fly ash and dusts re-entrainment from flue gas treatment to a minimum (moisturizing and spraying) Replacement of biodegradable waste (screenings) storage with thermal treatment process (incineration)

New obligations imposed on the IPPC installation operators Directive 2010/75/EU of the European Parliament and of the Council of 24 November 2010 on industrial emissions (integrated pollution prevention and control) (IED) lays down new rules and obligations for prevention of industrial pollution. The Directive provisions should be implemented by the national legislation by 7 January The key provisions include the following:  The requirement to adjust of the IPPC installations to the IED provisions (by 7 January 2014),  Establishment of new categories of activities (including WWTP) which have to comply with the IED requirements (as of 7 July 2015 r.). New rules and obligations imposed by IED:  Requirements of BAT reference documents will be legally binding,  Requirement to report soil and groundwater contamination levels, and to carry out the relevant monitoring,  New emission level requirements (SO 2, NO x, dusts) for large incineration plants.

Experience acquired during implementation of the IPPC Permit requirements  Compared to the sector permit system the obligations of the IPPC installation operators are strengthened.  If you have a single integrated permit for a large plant any modification considered significant by an environment protection authority involves the necessity to submit an application for permit revision for the whole plant (what needs time and financial outlays).  every 5 years the IPPC Permit is reviewed in order to check the compliance with legislation and BAT requirements.
