Changes to the AQF Implications for VCAL The Australian Qualifications Framework (AQF) has been revised. One compliance requirement of the AQF is that students cannot be issued with two certificates for the same program of study.
Students who have completed their Intermediate or Senior VCAL Certificate will only be awarded a VCE certificate if, in a subsequent year, they also complete: two units from the English group (these must be units not previously completed) three sequences of VCE Units 3 and 4 studies other than English (these must be units not previously completed).
From 2014, students will be awarded only one primary certificate in any single academic year. Students will no longer be awarded both a VCAL and a VCE certificate for completion of the same program of study.
Credit transfer will continue to apply to students who have not completed the primary enrolled certificate. For example, students who have completed six months of an Intermediate VCAL certificate and who then transfer to the VCE will receive credit towards their VCE consistent with the credit transfer arrangements detailed on page 10 of the VCE and VCAL Administrative Handbook.
Recording of VCAL learning outcomes The following changes have been implemented: VASS will now allow providers who record a N for a VCAL unit to record S for individual VCAL learning outcomes Students with a S for some VCAL learning outcomes (existing credit) will be permitted to only complete the outstanding VCAL learning outcomes that were not achieved to record a S for the unit.
The carry forward of existing credit has a two-year limit, based on the date when the student was last enrolled in the VCAL unit. These changes will assist students who have interruptions to their study. This includes students: o with significant illness o with significant personal hardship o returning to VCAL after changes to their career pathway o who have other interruptions to their study.
The VCAA recommends that the recognition of existing credit is not granted to students who have enrolled in alternative courses of study or participate in activities of personal interest which lead to their exit from the original educational program.
There were 24,577 unit enrolments that received an N result. Of these unit enrolments, 7,428 unit enrolments (30%) received an S for at least one learning outcome. At the Foundation level, 137 unit enrolments (R& W) were either one or two learning outcomes short of successfully completing this unit. At the Intermediate level, 157 unit enrolments (R&W) were either one or two learning outcomes short of successfully completing this unit.
Quality Assurance 2014 In 2014 all existing VCAL providers will be required to submit for QA the highest level of VCAL units CVCAL/SVCAL providers will be required to participate in the QA process as a separate provider In 2014 the VCAA QA regions will continue to be the same as the previous 9 DEECD regions

VET and Work Related Skills VET units may be used to meet the eligibility requirement for the WRS and ISS strands. If a student has completed 180 hours of a VET certificate, 90 hours will be used to meet the ISS strand and the remaining 90 hours may be used to meet the WRS strand requirement, if needed. Structured work placement(SWP) may be used to meet some or all of the learning outcomes for WRS
