MISSION STATEMENT “ The 'Plastics Valley' Tarnów Industrial Cluster is creating the conditions to allow SMEs that are focused on plastics processing to locate and thrive in Tarnów, southern Poland, based on the strengths of the local economy, coupled with a comprehensive system of tax incentives”.

The Tarnów Industrial Cluster is managed by a joint stock company (founded in June 1999). The main functions of the managing company are: - acting as a “one-stop-shop” - providing technical, financial, legal and organisational advice - real estate sales and rent (including own 21 ha park) - assistance in obtaining materials equipment - assistance in “human resources” issues - providing help in promotional activities and marketing

“One-stop-shop” - One German or English speaking, commercially minded co-ordinator - Easy contact with local municipal authority – minimising bureaucracy - 5-year local tax holiday - tax privileges of a Special Economic Zone

“Special Economic Zone Status” - 50% refund of investment costs (deducted from corporate income tax in the period up to 2017). - 65% refund of investment costs (deducted from corporate income tax in the period up to 2017) for SMEs. OR - Refund of all payroll expenses incurred during 2 years, after attaining the employment level specified in agreement with zone. Refund deducted from corporate income tax in the period up to 2017.

Technical, financial, legal and organisational advice - Free information about the local market (not only plastics) - Information about the wider plastics market in Poland - Information about Polish and EU (esp. PHARE) grants - Contact with R&D establishments and universities - Help in establishing contact with local experts (lawyers, bankers etc) - Access to emerging Credit Guarantee Fund for small businesses

Real estate sales, rent and management - Own 21 ha of industrial land in Tarnów - Straightforward negotiations with a “private” owner - Existing industrial premises in and around Tarnów

Assistance in obtaining materials for production and equipment Basic polymers for plastics processing can be acquired from Zakłady Azotowe w Tarnowie, namely polyvinyl chloride (PVC); polyamide 6 (PA6); polyoxymethylene (POM); polyvinyl acetals (PAC) granules and polytetrafluoroethylene (PTFE). There are also local suppliers of constructional resins and glass fibres. Zakłady Mechaniczne S.A., Tarnów offer precision engineering services. Local suppliers = reduced production costs ('just in time' deliveries of raw materials, lower transport costs)

Human resources - Skills of existing specialised workforce improved by courses run by Plastics Valley - Possibility of low-cost training, to investor requirements, using local university and technical college staff - Assistance in personnel recruitment
