LATIN AMERICAN AND CARIBBEAN DIALOGUES REGIONAL OWNERSHIP AND COUNTRY LEADERSHIPS IN CLIMATE CHANGE FINANCE

1RST LATIN AMERICAN AND CARIBBEAN DIALOGUE ON CLIMATE CHANGE FINANCE Organized and hosted by Honduras in the port of Tela, Honduras in May 2012-before Rio. 90 participants from 26 countries: Ministries of Environment, Finance, Foreign Affairs/Planning CSOs, Academia, OECD, EU and UNDP. Special guests: Asia-Pacific countries: Philippines, Samoa, Bangladesh, Cambodia and CDDE. Regional Steering Committee was formed to help organize the content; Honduras held the Secretariat. Purpose: Discuss barriers and use of CCF; present the Busan Partnership for Action on CCF and Development Effectiveness.

THE TELA DELIVERABLES Country “Fichas” or Profiles with information related to national policies, strategies, challenges. Difficulties to access CCF were identified and studies to identify barriers to funding were started. Tela Brief with region’s progress and challenges; agreement to hold a II Dialogue due to the relevance of the 1rst one. A live regional technical network was born…

II LATIN AMERICAN DIALOGUE ON CLIMATE CHANGE FINANCE Hosted by El Salvador in San Salvador in July countries: Ministries of Environment, Finance, Foreign Affairs/Planning. CSOs, Academia, private sector, UNDP and other donors. III Dialogue will be held in Argentina in 2014.

DIALOGUES AS A REGIONAL PROCESS Enhanced ownership through a Regional Committee and a Secretariat. Needs for capacity building have been identified. South-South Cooperation has been strengthened through knowledge exchange. Different stakeholders and actors have been brought together/enhanced coordination. Evidence in studies has been exchanged. Topics for dialogue with development partners have been agreed: predictibility, areas for capacity development, use of country systems. Private sector has been incorporated to the process. Agreement to identify the CCF structure in the region to analyze during the III Dialogue.
