Current National Development Plans 1. Highway System  Restoration of national highways line reach the standard I – III level at plain area and III – V level at mountainous region;  Building roads to avoid the city center; 2. Expressway system  Construction of new highways as the master plan was approved by government;  Step by step to take shape highway and expressway network; 3. Provincial highway system  Upgrade a number of provincial roads into national highways;  Restore degraded provincial roads, expanding or upgrading of transportation routes with large traffic;  Construction of new road linking the importance administrative and economic center of the province.

Current National Development Plans 4. Urban Road System  HaNoi Capital: Upgrading and building new transport axis radial; Complete the ring roads I, II and III continue the construction of ring IV and V. Development of urban traffic network (Bus, Subway and Elevated trains etc)  HoChiMinh City: Comprehensive upgrading of urban traffic network; Development of urban traffic network (Bus, Subway and Elevated trains etc)  Other Big Cities: Building roads gateway, construction of independent intersection. 5. Rural Road System Gradually build the roads to each commune, village. Solidification bridges works, culvert. Upgrading roads direct to ensure smooth traffic on the 90% in both seasons.

Policies to mobilize capital  Domestic funds: Main of funds from national budget; Solutions to increase capital: Fee collection on roads, service business on the road, raising capital from business, issuing government bonds  Foreign capital : ODA, ADB, WB, JBIC Funds; Direct investment from foreign enterprises 2. Road system: National highway system - North-South axis: - Highway and Expressway - Northern region: - Foreign road system - Southern region: Province road system Urban highway system Rural road system

Master plan for major arterials 1. North – South axis  Highway 1A: standard level 3 plain, 2-6 lance  HCM highway: standard level 3 in first phase 2. Nothern region  Restore and construction of roads in areas of key economic standards from level 1 to level 3;  Radial routes: restore to reach standard from level 3 to level 4;  Ring roads: restore to reach standard from level 4 to level Medium region  Restore to reach standard from level 3 to level 4 4. Southern region  South east region: Restore to reach standard from level 1 to level 3  South west region: Restore to reach standard from level 3 to level 4 5.Expressway network  Permission be detailed introduce in next part in the introduction of Vietnam expressway corporation

Government’s preferential policies Expressway projects are financed from ODA funds, Government bonds, development credit funds and the public bonds Assitance from State budget in compensation, resettlement and land acquisition activities for the projects with long payback period The Government gives VEC a guarantee to issue the project notes for both domestic and overseas stakeholders VEC make it own decision of toll rates for its project to ensure the return of capital except for the project with toll rates imposed by the Government Other preferential mechanisms are provided to the certain project, civil work

VEC is a key expressway corporation in investing and developing Vietnam Expressway System. 22 Expressway Routes with Total length of 5,873 km.
