1 United Nations Environment Programme TACC Background TACC as a global action came into existence with the recognition by sub-national authorities that urgent and collective action was needed to be taken to respond appropriately to climate change - Saint Malo Declaration, October 2008 UNDP recognizes that : over between 50-80% of GHG emissions are influenced by local behaviours and investment choices virtually all adaptation actions have to be tailored to local circumstances.

3 United Nations Environment Programme Territorial Approach: Targets Regional Government Authorities (RGAs) Understand CC and related risks and opportunities at sub-national level Empower RGAs to identify and prioritize risks/opportunities related to CC M&A Enable RGAs to scale up CC M&A actions from local to regional level Provide CC planning interface between rural and urban areas Deliver an integrated territorial climate plan (ITCP) developed through a multi-stakeholder participatory process Catalyze investment/capital through the Integrated Territorial Climate Plan (ITCP)

6 United Nations Environment Programme UNDP’s role In charge of the overall programme management, UNDP provides: Technical assistance to develop climate change investment and policy roadmaps, based on its 15 years of worldwide experience in the implementation of adaptation and mitigation projects as well as in delivering environmental finance services Operational management in the field through its network of 166 country offices Mobilization of funds and partnership management Financial and a administrative management

7 United Nations Environment Programme UNEP’s role As the UN designated entity for addressing environmental issues, UNEP has more than 30 years of experience providing leadership and encouraging partnership in caring for the environment. Within the TACC programme UNEP has the lead responsibility for: Organizing awareness raising workshops for groupings of sub-national authorities on five continents Compilation of good practices on climate change adaptation and mitigation at the sub-national level Assessing training and information needs of sub-national authorities in the context of TACC Phase 1 Creation of an interactive web-based portal in support of sub-national authorities

8 United Nations Environment Programme Take stock and review international policy developments in the area of climate change from a sub-national perspective Raise awareness and facilitate knowledge sharing concerning climate change action and fostering a green economy at the sub-national level Share knowledge and tools relevant for strengthening climate change science, adaptation, mitigation, financing, and capacity development at the sub-national level Catalyze interest in developing an Integrated Territorial Climate Plan (ITCP) and provide guidance for developing it through multi-sectoral and multi-stakeholder collaboration and within a multi-level governance framework Explore opportunities for sustained knowledge-sharing and capacity development for sustained sub-national climate change action The objectives of the awareness raising workshops are: UNEP: Phase I Workshops

9 United Nations Environment Programme Good practices in climate change Based on existing platforms, networks and resources, provide access to: Adaptation Climate change tools and methodologies relevant to sub- national authorities Opportunities for North- South and South-South interaction Networking amongst sub- national authorities within and between countries Mitigation UNEP: Web-based Portal

10 United Nations Environment Programme UNDP: Integrated Territorial Climate Plan (ITCP) UNDP will assist sub-national authorities in at least 10 and up to 50 regions in developing countries to undertake a Climate Profile and to develop Integrated Territorial Climate Plans (ITCP) to: identify and prioritise mitigation and adaptation initiatives based on an assessment of physical and economic climate change impacts, Identify no-regret/negative costs options. Enhance energy access and the creation of new economic activities through the development of clean production and consumption options at the local level "climate proof" existing investments and activities Reduce local vulnerability to climate variability and change Identify possible policy and financing instruments to implement priority climate change measures.

11 United Nations Environment Programme UNDP: Technical support Sub-regions and countries engaging in a TACC process will receive dedicated and targeted technical support from UNDP / CLIMSAT Support for physical and socio-economic assessments, design of regional climate change strategies, action plans and related products Climate change impact and vulnerability mapping Provision of satellite imagery and models to support physical and economic climate change impact assessments and scenarios Training and skills development programmes In close partnership with the Association of Regions, develop knowledge tools and methodologies for the preparation of Integrated Territorial Climate Plans
