Campus Health Action on Tobacco CHAT : Fred Hutchinson Cancer Research Center Approached campuses in Oregon, Washington and Idaho. Goal to work on tobacco control policies. Major accomplishment: 2004: Eliminated tobacco sales in student union Began work on creating a smoke-free campus

: Environmental Issues Committee recommendations 2008: Smoke-free Task Force created  Comprised of faculty, staff and a student  Survey sent out to all faculty, staff and students  Two open forums held  Spoke with other campuses who had ‘gone’ before us

November 17, 2010 Provost Jim Bean announced for President Lariviere: “It’s a great time to be a Duck — and it’s even better to be a tobacco-free Duck. I’m proud that we’re the first in the PAC -10 to do this. I applaud Amelie and our students for their leadership, and I want to thank everyone who helped make this a reality. We’re sending a powerful message today that when you come on this campus, you join a community committed to mind and body. You have now heard it from me: the University of Oregon will be tobacco free.”

2011 Implementation Committee was created.  Over 40 people from across campus plus three co-chairs. Three sub-committees:  Marketing and communications  Aug 2011 got permission to work with NIKE  Enforcement  Campus Boundaries

June 2012 Oregon Administrative Rule # filed with the Secretary of State in Oregon. UO formally became a smoke- and tobacco- free campus September 1, 2012 Oregon State University became a smoke-free campus the same date

Enforcement Likely the most asked question. OAR has some ‘teeth’ Communication/awareness a factor Know students want a smoke-free campus if we say we ARE a smoke-free campus

Campus Boundaries More complicated than it sounds. Where do we have the right to enforce? Consider: – University owned: main campus, Portland, Charleston, etc. – University leased to another – University leased to the UO – Properties adjacent to the UO: Pioneer Cemetery for ex. OAR states university owned and controlled
