3 A look back at parking in Calgary…

4 1955: parking to attract downtown patrons The Downtown Business Association incorporates the Calgary Downtown Parking Corporation (CDCP). CDCP operates as a non-profit organization to provide reasonably priced, off-street parking for downtown patrons.

1966: Downtown Master Plan Framework for future downtown Transit (7 th Ave) and pedestrian mall (8 th Ave) planned Preferred parking locations established 5

6 1968: Calgary Parking Authority Established City Council adopts a bylaw to establish the Calgary Parking Authority CPA is responsible for planning, development and operation of public parking facilities CPA manages seven facilities

7 1970s: Parking Policies and Planning City Council adopts the cash-in-lieu policy On-site parking limits are established Policy promotes parking along the periphery of the business core

Calgary’s Cash-In-Lieu Policy The cash-in-lieu program permits only 50% of stalls to be constructed on-site, with the balance of parking constructed in strategically located public facilities. The plan specifically stated the intent to under-provide parking was to foster transit use to the downtown. 8

2011: Calgary Achieves 50% Transit Modal Split Looking Ahead: Calgary Transportation Plan and Centre City Plan looking to achieve a 60% modal split to transit % of downtown commuters use transit

: ParkPlus Launched ParkPlus system launched in Calgary in 2007 to replace over 4,000 on-street parking meters Pay-by-plate system that uses central pay machines, mobile phone payment and photo enforcement.

Benefits of ParkPlus Customer Convenience –Multiple payment options –Ability to add onto a paid parking session if running late More parking –Enhanced compliance means more short-term parking –Central pay stations with no marked stalls means you can fit more vehicles per block 12

13 CPA’s Current Parking Inventory 7 parkades and 33 surface lots Over 6,700 on-street stalls + Over 5,500 parkade stalls + 2,700 surface lot stalls 18% of all paid parking in Calgary

TDM: Bicycle Parking Added hundreds of secure bicycle parking stalls in 2013 in several downtown locations –Secure facilities as more people want their bicycles protected 14

TDM: Supporting Carpooling Carpoolers save money, reduce road congestion and conserve energy. CPA’s Carpool Program expedites carpoolers’ move to the top of monthly waiting lists for CPA parking. Up to 50% of all new monthly contracts may be allocated to vehicles with two or more occupants. 15 Many of our monthly waiting lists are several months long.

TDM: Supporting Small Vehicles and Motorcycles 16 Park Small, Save Big discount offers 25% off on-street parking for vehicles under 3.8m or less Seasonal motorcycle parking on-street as well as discounted monthly motorcycle parking

Technology Enhancements: Auto Enforcement Moving to enforcement by license plate for more than parking payment Can be used in residential areas to better manage high parking demand in permit areas 21

Smart Parking: Demand-Based Pricing A more consistent, transparent and fair approach to parking prices Currently used by other cities like San Francisco 24 Calgary’s new on-street parking policy will see rates increase, stay the same or decrease by a max of $0.25 each year based on occupancy rates.
