3.2 What does personalisation mean to people using services?  Putting individuals at the centre  Giving people more control over their lives  Co-designing the support people need to live their lives the way they want to

3.3 Direct payments  Introduced in 1997  Gave people eligible for social care support the right to receive a cash payment in lieu of services  DH guidance published in 2003 extended remit
