Introduction Vietnam Government considers Occupational Safety and Health (OSH) as one of main socio-economic policies, main targets for the country development In period Vietnam successfully completed its 1 st national program on OSH Dec/2010 Vietnam approved the implementation of its 2 nd national program on OSH in This report described the main issues of 2 nd national program on OSH in

Overview of OSH situation in Vietnam Working conditions in several industries have been gradually improved. But the progress has been slow in small & medium enterprises (SMEs) and traditional craft villages. The occupational accidents and diseases reduced lightly, however, several serious accidents leading to injuries and deaths have occurred. Majority of the enterprises did not report the number of accidents. The number of workers receiving OSH training has been increasing annually. But in SMEs and informal sector the percentage of trained workers is low

Overview of OSH situation in Vietnam Many research outcomes on OSH have been putting into practice The government management on OSH gained positive signs. However, in Vietnam so far a seperate law on OSH has not yet been issued. The mass movement on OSH has been raised and supported throughout the country. The international cooperation in OSH field developed gradually

Targets of Vietnam national program on OSH in period Overal target: Enhance knowledge and fully comply with the regulations on OSH in order to improve the working conditions, prevent occupational accidents and diseases, protect the workers’s health, contribute to the sustainable development of the country.

Targets of Vietnam national program on OSH in period Concrete targets: Reduce 5% of frequency of fatal occupational accidents annually in high risk bearing industries (mining, construction, electricity, metal processing, chemistry); Increase 5% of enterprises receiving annual health check-ups ; annual check-ups and early detection occupational diseases; About 2000 SMEs every year to apply effectively the management system on OSH; About 100,000 workers in potential hazardous enterprises to be trained on OSH

Targets of Vietnam national program on OSH in period Concrete targets (cont.) Up to 2015, about 30,000 SMEs, 5000 cooperatives and 1000 traditional craft villages to access information, to receive guidance on OSH; 100% of mortal occupational accidents to receive investigation and settlement; 100% workers suffered occupational accidents and diseases to receive treatment and health rehabilitation

Main contents of Vietnam national program on OSH in period Enhancement of the effectiveness of government management on OSH. Study, set up and issues law on OSH Investment, support & consultation on effective prevention of occupational accidents in potential hazardous industries, SMEs, agricultural production and rural areas. Prevention of occupational diseases and health care of workers

Main contents of Vietnam national program on OSH in period Enhancement knowledge and responsibilities of employers and employees; of social community in OSH Research and application of science & technology in OSH field Strengthen international cooperation on OSH Promotion of inspection, supervision, learning experiences for OSH activities and for the national programs

Concrete projects of Vietnam national program on OSH in period Project 1: Enhancement of the government capabilities and government management on OSH Project 2: Occupational diseases prevention and health care for workers Project 3: Propaganda, training, educating, consulting and supporting the application of OSH measures Project 4: Research and application of science & technology in OSH field

Main measures for implementation of Vietnam national program on OSH in Implement appropriate mechanism and policies in OSH Diversify the financing sources for the implementation of the national program (government, enterprises, private and foreign investment sectors) Set up the National Committee on National Program on OSH Set up management boards on the implementation of the National Program and the projects

Main measures for implementation of Vietnam national program on OSH in Enhance mass media, propaganda and mass movement on the implementation of the National Program Expand the international cooperation Government assign tasks and duties to ministries, industries, local authorities and ask the involvement of the socio-political & social organizations into the National Program

Conclusion The effective implementation of the National Program on OSH in period will be considered as a great contribution for the protection and development of Vietnam’s working force and for the sustainable development of Vietnam
