Goal of Study The Design Team was tasked with comparing the development costs and the operational costs of: A Centrally located 50 Meter X 25 Yard Natatorium with 500 spectator seating. High School Campus based 8 Lane x 25 Yard practice facilities at each campus

Operation Cost Comparison In order to develop an accurate comparison of the two options, we developed comparisons of the three cost factors of developing and operating these natatorium facilities. These Include: Year-to-Year Cost of Operations of each option. Transportation Cost Impact of options. Capital Replacement Fund for long term Maintenance of each option.

Facility Operations Analysis

Transportation Cost / 50 M Methodology by NISD Staff Currently due to flexibility in bus routing, NISD does not incur transportation costs. However, past and possibly future routing may necessitate charges. Therefore transportation costs are factored into this study. Parents will drop off the students at the central natatorium at 6:30 AM. NISD will provide transportation at 8 AM at the central natatorium to take the swimmers back to campus. NISD will provide transportation to take students from campus to a central location at 3:30. Parents will pick the students up at 5 PM at the natatorium For the divers, NISD will provide transportation for divers at 5 PM at their campus and take them to natatorium. Parents will pick the divers at 6 PM at Central natatorium. Based on $40 K / year/ bus each campus will have a $60K/year transportation cost.

Potential Benefits for Campus Based Pool The Swim and Dive program will be enhanced by providing more instructional time for athlete development The Swim and Dive program can accommodate more athletes through flexible on-site practice facilities Swim programs could be offered to more students through physical education classes Student safety will be improved by eliminating the need to transport students in buses and personal cars to the practice facilities Campus based facilities could be used by other sports for rehabilitation and strengthening as well as an ability to offer learn to swim classes. Three 8 Lane pools would provide two more practice lanes than a 50 Meter pool ( 24 versus 22). Three 8 Lane pools would cost less to develop and less to operate than one 50 Meter pool when factoring in transportation costs. Practice space dedicated for each High School versus 2 High Schools practicing together. Multiple locations would provide options for uninterrupted programming and practice should one facility need repair or maintenance.

Potential Benefits for 50 Meter Pool Larger venue for possible meets Management by one Aquatic Manager Better seating for spectators In the future Four High Schools could use this facility if morning and afternoon practice times were utilized.

Summary Cost to Operate 3-8 lane x 25 yard pools is less than one 50 Meter x 25 yard pool by an estimated $61,000 per year. This is based upon coaches serving as aquatic directors for the 8 lane pools. Development costs for 3-8 lane x 25 yard pools is less than one 50 Meter x 25 yard pool by an estimated amount of $100,970. This assumes no land costs for either option.
