Early Observations 5 years since my last NTKWG and what I noticed was : –low attendance levels –discussion dominated by one or two specific issues –short meetings with little discussion –6 meetings per annum –no focused workplan –limited agenda –little industry participation in the meetings needed to review the terms of reference, especially in light of the anticipated END Noise Action Plan

New TORS The purpose of the Group is to: –receive and consider technical data from the NTK system and related reports concerning the management of aircraft noise –seek to identify and encourage areas of improved performance in relation to established noise management policy –help facilitate the dissemination of information in relation to noise issues between the HACC and FLOPC –to consider trends in complaint statistics –track and comment upon the delivery of the Heathrow END action plan –at the discretion of the Chairman, to consider such other aspects of Heathrow aircraft noise as may arise from time to time, and where appropriate to refer issues to other bodies such as for example the DfT, CAA, HACC and FLOPC.

2010 Workplan ActivityDescription Quarterly FEU Reports The aim of this piece of work is to develop a standard reporting template and content to enable quality debate at the meetings and for regular publication on our website. END Noise Action Plan Updates The final action plan will include a number of actions for delivery in The purpose of this activity is to track progress against those actions with an appropriate level of support and challenge. Community Noise & Track Monitoring Program The aim of this piece of work is to establish a structured approach to conducting noise and track studies with agreed outputs, site selection criteria and reporting. This could involve a smaller group developing up the approach for endorsement by the main group. Annual Contour Review As part of the draft action plan we are committed to commissioning a range of contours. It is anticipated that the results of this work will be annually reported on and tracked by the group. CDA height study The purpose of this would be to answer whether the promotion of CDA (as defined) has resulted in aircraft being generally higher. ActivityDescription A380 Study This would be an informative action where we could understand the noise performance of the A380 relative to other large aircraft. Supplementary Metrics Study There has been much debate about the use of contours to describe noise impacts. A pilot study was conducted by OMEGA in this area. This would be a piece of work to establish a suite of metrics that could be used and understood by a variety of stakeholders. The role of the group would be to review the methodology and findings. Industry/ Community Presentations This could be an open slot which could be used for “learning” by the group. It could (subject to availability) include updates from industry representatives, regulators, local authority community and pressure groups 2011 Workplan As part of the ongoing work and in order top be clear about our objectives we would need to set time in the meeting to review 2010 successes and plan for 2011.
