Phil Noble Senior Professional Officer Strategic Planning (Transport) 20 August 2012 Active Travel Action Plan Briefing

The strategic framework

Edinburgh Partnership Vision & Priorities "The Edinburgh Partnership is committed to developing a thriving, successful and sustainable capital city, in which all forms of deprivation and inequality are reduced."

Building on strong foundations 35% of trips by Edinburgh residents are made on foot (next highest, Inverclyde, 28%) 7.3% of employed adults cycle as their usual means of getting to work (next highest, 4.7%, Moray)

Investing in cycle-friendly infrastructure

Cycle use vs. cycle facilities

Safety in Numbers - Edinburgh

Walking to work 1981 to 2006 Note: Walking share of all trips is significantly higher

Walking infrastructure

The Active Travel Action Plan A ten year plan to increase cycling and walking: Improved networks Better maintenance More and better marketing

Actions - The ‘family’ network Early priority = filling gaps

Joint Actions : 20mph

Our partners...

The Cycle Forum Cycle Forum comprises reps from Spokes, CTC, Transport, Roads and Planning… …discusses cycling at a policy level – good communication channel. Opportunity to remodel this forum as an Active Travel Forum, with Living Streets? Could have an increased role in steering ATAP and feeding into the proposed Transport Forum.

ATAP Management Groups School cycle training Network management Marketing and communications Network development Steering Group Monitoring Cycle (Active Travel?) forum

5% - How should we spend it? Capital Family network implementation – faster and higher quality Cycle Friendly city – new and upgraded cycle lanes, cycle friendly junction improvements, potential on road cycle track(s) Potential for increased match funding from Sustrans - £425K in 2012/13 Revenue Improved maintenance - on and off road Marketing, Publicity, Training, Monitoring Impact - significantly improved chance of meeting ATAP commitments and targets

Major Projects underway Cycle Friendly City - Quality Bike Corridor linking the UoE’s King’s Buildings and George IV Bridge (September 2012). Family Network - Leith Links to Portobello path enhancement (January 2013) will benefit pedestrians and cyclists Reprioritisation of footway maintenance to better target high use pedestrian areas New Council street design guidance

Staff resources to deliver ATAP ‘Cycling Officer’ – in post Sustrans officer seconded for 5 years, another 3 years to run. Sustrans to employ a 3 year Family Network signage officer – part-funded by CEC New ‘Walking Officer’ 18 month post - funded by CEC and Paths for All CEC cycle staff resources being reviewed – report to September TIE Committee

Critical review

Spokes and CTC feedback Strong support for ATAP, for its strategic approach, for 5% and the annual 1% increase Increased cycle-specific staffing needed to address delays –more important in context of increased budget. Keen to see progress on upgrading existing facilities on main roads Segregated cycleways – want serious consideration and would like to see a pilot project Can Council consult on, then implement, cycle and pedestrian friendly city centre? Public cycle counter (Meadows?)

Segregated cycle paths v cycle/bus lanes

Shared paths and spaces

Clear delineation Shared-use signs Pedestrian and cyclist symbols marked on ground Courtesy signs Signing and marking

ATAP action to trial cycle signal priority UK DfT authorisation required Benefit/cost ratio? Cycle priority at signal junctions Delays to other vehicles?

Looking forward Planning to ensure 5% (+1% pa) cycle spend Reviewing staffing – report to September TIE Committee Continue to work with partners Review progress every 2 years (report to TIE Committee due late 2012/early 2013)

What would success look like? Healthier city Cleaner and quieter city More liveable city - especially for children and older people Reduced congestion and improved reliability for other road users In short - better quality of life! It can be done…. – cycling in Edinburgh has increased 300% in past 20 years More people cycling and walking more often
