The New Safety Code The fundamental objectives of the Safety Code of Practice are: Ensure signing lighting and guarding helps to prevent death and injury at sites Keep traffic moving and minimise congestion Take account of new or amended primary and secondary legislation and Set out clear and unambiguous requirements for operatives and supervisors on site to follow

The New Safety Code Section 174(1)(a) and (1)(b) of the Highways Act 1980 (HA 1980) places similar requirements upon persons executing works in a street (other than persons executing street works). Section 71 of the Traffic Management Act 2004 inserts a new power into section 174 of HA 1980 to enable the Secretary of State to issue guidance to persons and highway authorities in respect of these requirements.

The New Safety Code Who does what Roles & Responsibilities It is your responsibility to: sign, light, guard and maintain your works safely at all times; do a site specific risk assessment paying particular attention to the requirements of highway users including pedestrians and vulnerable users such as disabled people; take time to plan, decide on what equipment you will need and how you will set the site out; understand and implement pre-planned site safety requirements prior to works starting; ensure the safety of yourself and others who pass near or through the works; and consult your supervisor, manager or other competent person immediately if you are unsure about any requirements contained in your work instruction. ensure the works team are given a formal briefing on all key safety issues and local site risk assessment related to the activity Warning: Always consult your supervisor, manager or other competent person if you are in any doubt about compliance with this code or if you are concerned about safety. The New Safety Code PART 2 – OPERATIONS Before going to site Works Instructions When you receive a work instruction look for the information relating to the proposed type of work as well as details relating to the road conditions, such as: the type and classification of the road; the road width; the shape of the site; the volume and type of traffic (to include pedestrian and cyclist activity); and the speed limit. You should be made aware of any particular conditions or restrictions that would affect the temporary traffic management. From this information you will be able to decide what signs and equipment you will need to guard the works, together with any specific traffic control equipment (e.g. stop/go boards, signals).

The New Safety Code Part 3 High-visibility clothing High visibility jackets will be worn when operating outside the working space eg when setting out, maintaining or removing traffic management. The technical standard for such jackets is given in part 3, page [xx]]. The jacket must have either full- length or three-quarter length sleeves that finish between wrist and elbows. The jacket should have reflective bands as illustrated. High visibility clothing must be correctly fastened and should be maintained in a clean and usable condition.
