Overview of Project Bike Path connector Pedestrian Bridge providing an important link between Main and Barre Streets and the bike path Park at the location where the Winooski and North Branch Rivers meet Multi-Modal Transit Center to include: – Welcome Center in partnership with the State – Upper floor development to be constructed and owned by a development partner 3

Purpose of the Project 4 To increase the efficiency of public transportation in Montpelier, improve vehicular transportation efficiency and mobility, advance an important link between two existing bike paths, and create usable open and green space in downtown.

2002 Bond Vote 5 “To see if the voters will authorize the City Council to borrow a sum not to exceed $800,000 for the City’s share of the acquisition and development of the Capital District Master Plan Carr Project: the purchase of the so-called Carr Lot and the construction of improvements thereon for a park and/or public transit center and/or a tourist information/welcome center and/or a public parking lot and/or a transportation path.”

Multi-Modal Transit Center Vision: the City (in collaboration with the State) will own and maintain the site and facility with the upper floors owned by a separate entity in a condo relationship. Development Goals: Build a state-of-the art multi-modal transit center to serve the residents of Montpelier. Leverage federal funds to encourage upper floor development thereby adding to the Grand List, increasing downtown vibrancy, and building a signature structure at this important City gateway. Lead a transparent process that allows for resident feedback, innovative design, and maximize return for the taxpayers of Montpelier. 14

Multi-Modal Transit Center: Zoning Requirements Carr Lot is in Central Business District I (CBI) Current Zoning requires: – The building to be a minimum of 2 stories with development potential of a maximum of 6 stories. – Residential is allowed but may be limited due to cost, time and environmental constraints. – 1 parking space for every 400 ft 2 15

Multi-Modal Transit Center: Parking Requirements * Parking replacement fees, offsite parking arrangements, and other creative solutions can help offset some of the on- site demand.
