Comprehensive Plan Definition: “… multiyear process in which planners work closely with residents and other professionals to identify and describe community characteristics, articulate goals, and explore alternative plans for the future.” (The Practice of Local Government, C.J. Hoch and L.C. Dalton (eds.), 2000, pg. 24)

Planning Process Vision & Objectives Alternative Strategies Implement Evaluation Inventory & Analysis

Objectives Improve the development and implementation of comprehensive planning. Incorporate GIS into this planning process. Use the university’s research and outreach to assist a user in making a decision. Implement a 3-5 click framework.

Natural Resources Environmentally Sensitive Areas Open Space Impervious Surfaces

Impervious Surfaces

Land Use/Land Cover Land Use Definition: “Human-oriented use of land” LDM website Importance Development tied to community’s land resources Land use maps typically used as base map for planning*

Land Use/Land Cover Land Cover Definition: “Discernible vegetation, geologic, hydrologic or anthropogenic features on the planet’s land surface” Global Land Cover

Land Use/Land Cover Data Availability Land Use Mapping Limited or non-existent Land Cover National Land Cove Data (NLCD) – USGS 1992 (30m) 2001 (30m) Cropland Data – NASS (30m) (56m) Global Land Cover

Land Use/Land Cover Data Availability, con’t Aerial Photography 2005 Indiana Statewide Digital Orthophotography Program 6 and 12 inch Natural Color 1-meter Color National Agricultural Imagery Program (NAIP

Land Use/Land Cover Value Added Data Land Cover Change ( ) Conversion of farmland, forestland, grassland, and wetland to urban use 1992 NLCD Data & 2003 NASS Data used to generate results NOTE: Appropriate for applications at the regional scale

Land Use/Land Cover Value Added Data (cont’d) Open Space/Working Lands Layer Based on 2003 NASS Data Urbanized Areas Census 2000 Data Impervious Surface (USDA) Working Lands Used in a productive way Contribute harvestable resources farmland forests grazing lands

Economic Development Many comprehensive plans include economic development LDM provides tools for benchmarking Snapshot of GIS-based local & regional economic data An opportunity to study economies at a regional scale

Economic Development Value added: Research on various sources of public economic data Research on useful indicators Feedback from pilot counties: Porter, Jasper, etc. Indicators on: Assessed value; employment levels; prominent industry sectors; labor force; social dimensions; diversification index

LDM Value-added Outputs Clearinghouse Stakeholder input/suggestions Research – new data/analysis Simulation models Decision models Plans – Written/Implemented Feedback loops

Geocortex – Strengths and Weaknesses Strengths Improved web interface “Out of the box” functionality Printing PDFs Quick View – drop down menus for location Tools Advanced External Map Visualization - Google, Yahoo

Geocortex – Strengths and Weaknesses Strengths, con’t Tools Advanced External Map Visualization - Google, Yahoo Extract/Upload Data Markup Add points, text, symbols, grid, XY locations Selection Query, filter Select by…rectangle, line radius

Geocortex – Strengths and Weaknesses Weaknesses Relatively new product Some documentation and an internet-based support forum Reliant on ArcIMS axl file A broken connection from axl to database(s) causes a failure in Geocortex – no site! Miss-coding in axl file also results in loss of map service.

Wrap-up Map service built into LDM is extremely powerful. All you need is a computer and an internet connection. Our integration of Phase 1 (Inventory/Analysis) and the map service is well underway. Other parts of the decision system planned over the next 2 to 3 years. We need feedback!!!
