Costs to universities of implementing the RCUK policy Alma Swan SPARC Europe London Higher workshop Senate House, London, 6 November 2013

Some background Several studies as context: –ARMA summary of issues –SCONUL briefing on OA –RIN study on implementing RCUK requirements Today’s contributions

ARMA Lack of engagement from authors High levels of concern, particularly in some disciplines No institutional system in place for monitoring publication practices Advocacy difficult where JIF remains critical Spending of RCUK funds Lack of ownership within institution Lack of priority within institution What about other types of output?

SCONUL briefing Lots of contextual information Case studies: Bangor, Dundee, Hertfordshire, Lancaster, Manchester, Portsmouth, Royal Holloway, UCL Detailed look at institutional processes: –Advocacy –Staffing and skills –Institutional stance on OA –Managing APCs

RIN study Policies and procedures adopted by univs Sample of 33 institutions, weighted towards research-intensive ones Also looked at the ‘original 30’ that were awarded the pump-priming money in 2012 Examined (amongst other things): –policymaking practices –management of the RCUK block grant –roles and responsibilities within the institution

Today – and the next steps None of these studies has looked at costs London Higher’s Research Excellence Group began discussing this 12 months ago A wider sample, hopefully representative of the UK HEI sector, would be useful Compare and contrast approaches Discuss progress Buddy up

Today’s programme David’s overview and UCL perspective Heard from a spread of different institutions Start to burrow into cost information (other issues may also arise) Breakout groups Set of questions for guidance: –Implementation (planning) –Support for Gold and Green Open Access –Costs Leader and note-taker roles for each table

Cost information Potential scope of cost information What is actually available? Who has it? In what form? Is it usable? Will they reveal it? What is not available Can it be obtained? Barriers, problems, no-go areas

After today Research project Look in detail at costs incurred in HEIs in providing OA RCUK-related, and others Cost estimate for the sector Understand institutional attitudes and intentions Survey and possibly case studies Will you / can you help?

Thank you Alma Swan Director of Advocacy Programmes, SPARC Europe Director, Key Perspectives Ltd Convenor, Enabling Open Scholarship
