THE UNIVERSITY OF THE WEST INDIES OPEN CAMPUS Financial Review FACTS: Existing model is not working Governments have paid 61 % of amounts approved over period 2009–2012(BDS$61.3m against BDS$100m) (an average of BDS$15m per year) Some governments have indicated by either direct or indirect action that they will not continue to fund the OC Some governments have consistently cut amounts billed to them Audited results will show an impairment of BDS$5.2m for the year ended July 31, 2012
THE UNIVERSITY OF THE WEST INDIES OPEN CAMPUS Options OC can increase tuition fees to meet funding shortfall (fees would have to be doubled – this is not practical in economic climate) OC will continue to increase number of online programmes – funding investment needed to meet additional costs OC can try to cut costs further. We have cut as much as we can and we have been operating at less than the approved level of expenditure since inception in 2007/2008 Invite third party funding with arrangement agreed by governments as a party in transaction – for consideration OC could scale down operations at sites to align with governments commitment of support at that site.
THE UNIVERSITY OF THE WEST INDIES OPEN CAMPUS Effects The inability to collect the committed government contributions has stymied growth. Planned improvements to OC infrastructure across the jurisdiction are consequently slow. Systems upgrade is slow. Institutional restructuring is delayed.
THE UNIVERSITY OF THE WEST INDIES OPEN CAMPUS THE CHALLENGE The mandate of the OC is to develop a business model that relies more on income from fees and special projects and less on government subventions. Achieving a financially viable model has been compromised by the persistent annual shortfall in government contributions.
THE UNIVERSITY OF THE WEST INDIES OPEN CAMPUS The reality The future success of the Open Campus is dependent on the extent to which we can raise adequate funding from fees and contributions over the next biennium.
