3 Seattle-Tacoma International Airport

4 Seattle Seaport and Real Estate

Century Agenda – Port Commission 25 year vision Port Commission adopted December 2012 Four strategies ›Position the Puget Sound region as a premier international logistics hub ›Advance this region as a leading tourism destination and business gateway ›Use our influence as an institution to promote small business growth and workforce development › Be the greenest, and most energy efficient port in North America 5

Century Agenda - Susta inability Be the greenest, and most energy efficient port in North America Meet all increased energy needs through conservation and renewable sources. Meet or exceed agency requirements for storm water leaving Port- owned or operated facilities. Reduce air pollutants and carbon emissions, specifically: ›Reduce air pollutant emissions by 50 percent from 2005 levels. ›Reduce carbon emissions from all Port operations by 50 percent from 2005 levels ›Reduce aircraft-related carbon emissions at Seattle-Tacom a International Airport by 25 percent. Anchor the Puget Sound urban industrial land use to prevent sprawl in less developed areas. Restore, create, and enhance 40 additional acres of habitat in the Green/Duwamish watershed and Elliott Bay. 6

Port Policy – Sustainable Asset Management Policy adopted 2007, modified 2013 Applies to existing & new assets Two key principles: Reduce long term capital & operating costs Balance environmental performance & costs Not tied to evaluation method (e.g. LEED) Flexibility - application between business units 7

Environmental Goals and Directives 8 “Be the greenest and most energy efficient port in North America” “Lead US airport industry in environmental innovation and minimize the airport’s environmental impacts”

Projects for Sustain ability Air emissions reduction Energy conservation Environmental remediation Stormwater treatment 9

Aircraft-Related Greenhouse Gas (GHG) Emission Reduction Pre-Conditioned air Saves airlines $13M/yr in fuel Reduces 40,000 tons GHGs/yr ~$40M port investment Airlines save $13M in fuel/year Electric Ground Support Equipment Saves airlines/baggage carriers $2.8M/yr Reduce 10,000 tons GHGs per year ~$30M port investment Save airlines/baggage handlers $2.8M in fuel/year 10

Airport Energy Conservation Previous lighting upgrades ›Saved $1.4M in electricity costs ›Reduced 1200 tonnes of greenhouse gases (GHGs) Current lighting retrofit projects ›Parking garage lighting ›6 sky bridges Other system improvements 11

Terminal 117 Duwamish Waterway Terminal 5 Stormwater Terminal 46 Stormwater Terminal 91 LED Lighting Seattle Seaport 12

Seaport Energy Conservation Energy Efficiency projects ongoing Example: Terminal 91 LED lighting Projected annual kWh saved: 508,518 kWh Projected annual energy savings: $40,681 Reduced CO2 emissions: 351 metric tons Payback: < 4.8 years 13

Environmental Remediation Terminal 117 after remediation Terminal 117 before remediation 14

Terminal 117 Cleanup 15

Pre-Cleanup Conditions 16

Post Restoration Conditions (future) 17

Green and Sustainable Remediation (GSR) at T117 Construction Specifications required and/or Encouraged ›Required development of a GSR plan ›Use of newer and more efficient equipment ›Active monitoring and completing maintenance on all construction equipment. ›Use of electrical power where possible ›Vehicle air emissions Non road engines meet Tier 1 or cleaner and on-road engines meet 2004 heavy duty engine emission standards where practicable ›Ultra-low sulfur diesel (ULSD), biodiesel, and propane fuel use requirements ›Equipment with fuel and oil checked daily to avoid drips or leaks ›Limit vehicle idling to no more than 5 minutes ›Required segregation and recycling or reuse of all demolition material, unless contaminated. ›Consider using used sheet piles ›Require closeout GSR (green sustainable remediation) metrics and reporting. 18

Seaport/Real Estate Stormwater Permits Phase I Municipal Stormwater Permit Industrial Stormwater General Permits › 18 Tenant Permits › 2 Port Permits › Covering 700 Acres Other Seaport/Real Estate Permits › Individual, Boatyard, Construction 19 All NPDES Permits 100% of Permit Coverage at RE/SEA

Sustainable Airport Master Pl an Sea-Tac Airport is the first large hub airport in North America to develop a sustainable airport master plan. SAMP Goal: Meet the region’s air transportation needs at the Airport through 2037 in accordance with the Port Commission Century Agenda Appropriately balance considerations related to sustainability Integrates environmental, social, and economic sustainability objectives along with other requirements to accommodate growth (gates, etc.) Sustainability Management Plan ensures sustainability is part of Sea-Tac’s future operations. 27

28 Passengers and operations Airport Activity Forecast  Rapid growth in recent years ― Passengers: up 4.7% in 2013 & 7.5% in 2014 ― Aircraft operations: up 2.5% in 2013 & 6.9% in 2014  Airport traffic will grow by 28.5 million annual passengers (MAP) and 190,000 aircraft operations in next 20 years ― 66 million annual passengers (up from 37.5 million in 2014) ― 540,000 annual operations (up from 350,000 in 2014)

29 Environmental, airspace, and land use constraints severely limit expansion options Airport Development Constraints

30 Airport Comparison Airport Development Constraints  No US airport handles comparable passenger volumes with as small an operational footprint as SEA

 Draft Strategy for a Sustainable Sea-Tac (S3) ― Builds on our Environmental Strategy Plan 2009 – 2014 ― Includes sustainability objectives, social responsibility and economic sustainability ― Commission briefing February 10 th ― Draft strategy Spring 2015  S3 integration into SAMP ›S3 objectives and initiatives evaluated throughout the SAMP process to ensure that capital development is planned in the most sustainable manner possible Environmental sustainability objectives used as part of screening criteria in evaluating concepts Environmental sustainability objectives will be evaluated extensively in proposed new buildings and renovations of existing buildings Final, long-term plan will include management initiatives (in addition to capital improvements) to ensure airport meet its sustainability goals and objectives in future years 31 Sustainability in Airport Master Plan
